Note From Oscar:
As 2017 comes quickly to an end, I've taken a mental note of all we have accomplished in 2017 and feel really good about our work. Most recently I have served on a Homelessness Panel for Sacramento State's 28th Annual Envisioning California Conference, and chaired the California State Association of Counties/League of California Cities Homelessness Task Force. Our Board Meetings have been robust with the crafting of a Marijuana Ordinance for Yolo County, and various other projects that have kept me and my staff busy working for you, our District 1 constituents. May your holidays be joyful and may 2018 bring you prosperity.

Sacramento State 
Homelessness Panel
On September 5, 2017, I was part of Sacramento State's 28th Annual Envisioning California Conference. This year's conference focused on homelessness in California.  My panel, On the Frontline: Observations and Ideas to Move Forward, covered the struggles that California's cities and counties are encountering while trying to improve the living situation and quality of life of their homeless citizens. We discussed the myriad of problems in reaching the homeless and their very unique needs. Finally, we shared examples of success at sheltering and getting them permanent housing.


California State Association of Counties/League of California Cities Homelessness Task Force
Homelessness has increased dramatically across the state and tackling the issue demands collaboration between cities and counties. One of the primary goals of the Joint City-County task force that I co-chaired was to identify areas where cities and counties can work together. I am happy to report that the fourth and final meeting of the task force was held on October 12, 2017, and our final report will be available in early 2018.


Marijuana Ordinance Update
 The Yolo County Board of Supervisors held the first and second readings of the Marijuana Ordinance on October 24th and November 7th, respectively, further crafting the requirements for Yolo's marijuana policy.  Over the last couple of months I have also been serving on a marijuana sub-committee responsible for crafting language for a potential ballot measure for voters in June 2018. This ballot measure will likely ask voters if they support a tax measure.

Probation/Parole -  Day Reporting Center Update
Clients of the West Sacramento Day Reporting Center will soon have access to the Caltrans Parolee Work Crew Training. This training program offers clients the opportunity to fully engage in an application and hiring process guided by DRC staff. After passing a screening process, they are placed on a Caltrans crew where they learn the soft skills needed to obtain and keep a job. In addition to the Caltrans Program, West Sacramento DRC clients have the opportunity to enroll in Northern California Construction Training's Pre-Apprenticeship Program. The West Sacramento NCCT offers valuable construction skills along with apprenticeship and job placements. 


Freeport Bridge Stop Sign
As a result of traffic concerns during the commute hour, a new three-way stop sign has been installed at the Freeport Bridge in Clarksburg. After consulting with the Clarksburg Fire Protection District, Clarksburg General Plan Citizen's Advisory Committee, Yolo County Community Services Department, Yolo County Sheriff's Office and the California Highway Patrol, the Yolo County Board of Supervisors approved the installment of this stop sign at their October 10, 2017 meeting.    The Yolo County Department of Community Services completed the work on October 17, 2017. West Sacramento Parks & Recreation Playbook
Twice a year the City of West Sacramento Parks & Recreation Department publishes a hard copy and an online version of their Playbook. The Playbook is an invaluable source for finding events at the Community Center and Recreation Center, and activities involving Aquatics, Early Learning, Youth & Teens, Spark, Adult Sports, Active Aging and more.
