Steve Riggs has joined The Lester Group as Vice President of the Building Materials Division.
Mike Elmore has joined the Goldsboro Builders Supply family of companies as Chief Operating Officer. Goldsboro operates five locations with plans to open a sixth location in Wendell, N.C., in the spring of 2018.
Culpeper Wood Preservers has a new treating facility in Roanoke Rapids, N.C. Production began in late September and the plant now offers a full line of MCA products treated with Kopper's Performance Chemicals and CCA treated products.
Lead Tool and 4me Group have announced a corporate name change to Stock Systems, effective Nov. 1. The name change reflects the company's growth and future direction from a cloud-based platform offering lead management and CRM to a company also offering Stock Inventory and Stock Logistics. Their product, Lead Tool CRM, is now Stock Sales. Company leaders include Chase Shiels, Joakim Stensson and Dan Shiels.

New Rule Expands ACA Exemptions
Question: Our company's group medical plan covers in-network preventive care, including contraceptives, at 100%. Do the new federal rules about exemptions from mandated contraceptive coverage affect us?
Answer:
Probably not. The federal agencies that write the
Affordable Care Act (ACA) regulations recently issued new rules to allow more employers to exclude contraceptive coverage from their health plans. The exemptions are optional, however, so employers do not have to make any changes. For employers that object to including the coverage based on religious or moral convictions, the new rules expand the available exemptions.
The ACA generally requires nongrandfathered health plans to cover specific preventive care services at 100 percent. The list of services includes prescribed contraceptives. (Over-the-counter items are not covered by health plans.) Religious employers, such as churches, have always been exempt from covering contraceptives. The ACA also provides an accommodation process for religiously-affiliated nonprofit employers, such as various hospitals and colleges, to carve out contraceptive coverage. Closely-held for-profit companies have also been able to use the accommodation based on their owners' religious beliefs. The new rules expand the current exemptions so that any employer, including nonprofit organizations and for-profit companies, may claim a religious objection to covering contraceptives. Further, any employer, other than a publicly-traded company, may claim a moral objection to providing the coverage. To recap, the new rules do not require any employer to make changes but merely expand the available exemptions. State insurance laws may not offer the same broad scope of exemptions. Carriers that operate in the state can provide information about that state's laws.

NFIB Concerned About Small Business Provisions in Proposed Tax Reform Bill
The National Federation of Independent Business, a lobbying group that leans strongly conservative, said it was "encouraged" by the tax reform framework Republicans released in September. But it's not happy with the bill House Republicans released Thursday and can't support it as it's written.
NFIB is talking about the design of "guardrails" around a tax break for non-corporate businesses, a technical-sounding yet important problem for the bill. While this provision is often described as a "small business" tax break, many of the businesses that would use it are not small at all; Trump family businesses, for example, would be major beneficiaries.
