Disaster Distress Helpline
IPHCA recognizes that some health center staff and patients may be experiencing emotional distress related to the recent shooting in Orlando, FL that resulted in several deaths. The Substance Abuse and Mental Health Services Administration (SAMHSA) has a Disaster Distress Helpline that provides counseling and support to people experiencing emotional distress to natural and human-caused disasters. This toll-free, multilingual, and confidential crisis support service is available to all residents in the United States and its territories. Stress, anxiety, and other depression-like symptoms are common reactions after a disaster. Call 1-800-985-5990 or text TalkWithUs to 66746 to connect with a trained crisis counselor. You can learn more about the helpline at their website.

Change to Indiana High School Athletic Association Bylaws Regarding Sport Physicals
On June 27, the Indiana High School Athletic Association (IHSAA) amended its bylaws allowing nurse practitioners and physician assistants to complete and sign sport physicals.  This change is effective immediately.  To view the press release:

Four Plans Selected to Administer Healthy Indiana Plan and Hoosier Healthwise
The Family Social Services Administration (FSSA) announced CareSource Indiana will be one of four Managed Care Entities (MCEs) to participate in the Hoosier Healthwise and Healthy Indiana Plan programs. CareSource Indiana will join the existing MCEs Anthem, MDwise, and MHS. A copy of the press release is available here.   
Undiagnosed Hypertension
The National Association of Community Health Centers hosted a webinar recently on "Undiagnosed Hypertension in the Safety Net".  This informative webinar included practical tips from a health center that has focused on identifying patients that have hypertension, but are not yet diagnosed.  Included in the presentation was a discussion on the America Medical Association's (AMA) new Self-Measured Blood Pressure Monitoring Program Toolkit (click here)  The toolkit provides resources for providers, staff and patients for implementing a comprehensive self-measured blood pressure monitoring program.
Free Outreach Toolkit for Veterans Choice Program Providers
Community providers, including federally qualified health center providers, can share the outreach partner toolkit to increase awareness about the Veterans Choice Program. The toolkit is free and includes fact sheets, social media content, frequently asked questions, and other materials. Download the Toolkit .
HHS Awards $156 Million to Health Centers to Expand Oral Health Services
On June 16, 2016, Health and Human Services (HHS) Secretary Sylvia M. Burwell announced nearly $156 million in funding to support 420 health centers in 47 states, the District of Columbia and Puerto Rico to increase access to integrated oral health care services and improve oral health outcomes for Health Center Program patients.  Five health centers in Indiana received awards totaling $1,924,999. This funding enables health centers to expand integrated oral health care services and increase the number of patients served.  The five Indiana health centers are:
HealthLinc, HealthNet, Jane Pauley, Porter Starke, Wayne County.  Congratulations!
CDC Guideline for Prescribing Opioids for Chronic Pain and Follow-up Webinar Series
The Center for Disease Control and Prevention has released the Guideline for Prescribing Opioids (CDC Guideline for Prescribing Opioids for Chronic Pain) in an effort to help combat the growing epidemic of opioid use/abuse.  One strategy identified by the CDC to assist practices in the implementation of the Guideline is to imbed recommendations from the Guideline within education and training opportunities for providers. Accordingly, CDC will be hosting a seven-part webinar series about the Guideline, which began on Wednesday, June 22nd at 2:00pm EDT (this recording is archived and can be accessed at: https://emergency.cdc.gov/coca/calls/2016/index.asp. The first webinar provided an overview of the CDC recommendations on when and how opioids should be initiated for chronic pain, how to assess risk and address harms of opioid use, and when and how opioids should be discontinued. Subsequent modules will touch upon the various recommendations in the Guideline. Each one-hour webinar will be available as a live webinar broadcast and as archived recordings following the live webinars. These are free and offer continuing education credit to physicians, nurses, pharmacists, health educators, and other healthcare providers. The first four webinars are currently scheduled with the others to follow later this year:

Save the Date: Continuing Medical Education

Important NHSC Behavioral Health Policy Changes
In June 2016, the National Health Service Corps (NHSC) released a Behavioral Health Program Notification. The notification provides further detail on two new policies for behavioral health providers and sites. It also includes instructions and timelines for sites interested in hiring and retaining NHSC behavioral health clinicians. NHSC encourages sites to review the notification to ensure they remain an appropriate practice site for NHSC behavioral health clinicians.
 
Q: What are the key changes to behavioral health providers' clinical practice and site requirements?
 
1. NEW Clinical Practice Requirements
Full-time behavioral health providers must work a minimum of 40 hours/week, for a minimum of 45 weeks/service year. At least 32 hours/week are spent providing patient care at the approved service site(s); of which no more than 8 hours/week may be spent in a teaching capacity. The remaining 8 hours/week are spent providing patient care at the approved site(s), providing patient care in alternative settings (e.g., hospitals, nursing homes, shelters) as directed by the approved site(s), and as an extension of care at the approved site(s), or performing clinical-related administrative activities.
 
Half-Time behavioral health providers must work a minimum of 20 hours/week, for a minimum of 45 weeks/service year. At least 16 hours/week are spent providing patient care at the approved service site(s); of which no more than 4 hours/week may be spent in a teaching capacity. The remaining 4 hours/week are spent providing patient care at the approved site(s), providing patient care in alternative settings (e.g., hospitals, nursing homes, shelters) as directed by the approved site(s), and as an extension of care at the approved site(s), or performing clinical-related administrative activities.
 
2.  NEW Community-Based Comprehensive Behavioral Health Services Requirement
NHSC behavioral health providers are required to practice in a community-based setting that provides access to comprehensive behavioral health services. NHSC sites that do not offer all required services must demonstrate a formal affiliation with a comprehensive community-based primary behavioral health setting or facility to provide these services.
Q: How will these changes impact your site and providers?
1. All NHSC-approved sites must support behavioral health clinicians in meeting the new clinical practice requirements.
2. All non-exempt NHSC-approved sites that provide behavioral health services must certify that they provide access to comprehensive behavioral health services. See the NHSC Behavioral Health Program Notification for instructions on how to meet the certification requirements and a listing of sites exempt from the certification process.
 
Q: What additional materials will be required and when are they due?
Non-exempt sites** must submit documentation verifying compliance with the Comprehensive Behavioral Health Services Requirement through the Customer Service Portal and be certified by NHSC. Sites may submit information included on the NHSC Comprehensive Behavioral Health Service Checklist (on pages 7-9 of the notification) and supporting documentation on a rolling basis, but no later than the deadlines listed on page 4 of the NHSC Behavioral Health Program Notification. The first deadline for submission is September 1, 2016.

**Note that the following NHSC-approved sites are exempt from the Comprehensive Behavioral Health Services Certification process: FQHCs (Health Center Grantees), FQHC Look-alikes, Indian Health Service facilities, Tribally-Operated 638 Health Programs, Urban Indian Health Programs, Federal Prisons, State Prisons, and Immigration and Customs Enforcement (ICE) Health Service Corps sites. If your site is exempt, please contact the NHSC to verify your site type.

The National Health Service Corps (NHSC) Jobs Center is a free, online resource that Health Center Program award recipients and Look-Alikes that are NHSC approved sites can use to create a marketable profile and post job vacancies. The profile allows you to include imagery, brochures, and videos that highlight your site and surrounding community. The Jobs Center is the only place job seekers can go online to look up vacancies by HPSA, site type, and geography. It averages more than 23,000 visitors each month and can be a key recruitment tool. Don't miss this opportunity to find health care providers who are looking for you!

340B Coalition Meeting
There are two 340B Coalition meetings each year - a summer conference (July 11th-13th) and a winter conference (February 1st-3rd).  The summer conference is always in Washington DC and the winter conference is usually on the west coast.  These meetings are coordinated by an organization called 340B Health ( www.340bhealth.org ) formerly Safety Net Hospitals for Pharmaceutical Access.  As the change in the organization's name might suggest, these meetings used to be more focused on 340B for hospitals; however, over the last several years the attendance of community health centers and other 340B eligible grantee types has increased and the programming has shifted accordingly as you can see from the preliminary agenda ( Agenda Link) for this year's summer conference.  With NACHC's increased involvement in the programming, the 340B Coalition meetings are evolving into a valuable opportunity for health center leaders to gain additional knowledge about the 340B program and insight into current issues and emerging policies.  Here's the link for registration ( Summer Registration Link ).
