2016-2017 Budget and Proposed Tax Rate

Executive Director of Finance and Operations Steve Brown presented the district's official budget that included the General Fund, Food Service Fund, and Debt Service Fund. The 2016-2017 fiscal year for NBISD begins July 1, 2016. Additionally, he presented the  proposed tax rate of $1.33910 per $100 property valuation for the 2016 tax year. The proposed tax rate includes a $1.01330 for Maintenance and Operation (M&O) and $0.32580 for Interest and Sinking (I&S) that goes towards paying bond debt.
 
An NBISD homeowner will pay an average of $2,648.51 in annual taxes on a home valued at $226,435 - the average market value of residences in NBISD. The official order adopting the tax rate will be voted on during the August 15 board meeting.

Consent Agenda

All items on the Consent Agenda are considered to be routine by the Board of Trustees and will be enacted with one motion. There will be no separate discussion of the items unless a Board member so requests, in which event the item will be removed from the Consent Agenda and considered as an item on the Regular Agenda. The following items were approved:

  • Minutes to the Regular Board Meeting held on May 16, 2016 at 7:00 pm and the Special Board meeting held on Monday, May 23, 2016 at 6:00 pm
  • Texas Education Agency Expedited Waivers for 2016-2017 school year to include:
    • Staff development - 3 days all professional development and 1 day each specifically for core content (5 days total);
    • 6 days early release;
    • teacher data portal;
    • modified schedule for state assessment days;
    • limit the number of foreign exchange student to 5 or less;
    • timeline for accelerated instruction; and
    • homebound telecommuting for students with medical or exceptional needs.

2016-2017 Salary Schedule for Teachers & Librarians to include   a starting salary of $48,000 for those with a bachelor's degree and $49,500 for those with a master's degree. The board also approved a 3-percent pay raise from the midpoint for all other employees.

Approved 2015-2016 General Fund, Debt Service Fund and Food Service Fund budget amendments to include: changes for Special Revenue Funds approved on the project or grant award basis; an amendment for the General Operating Fund to include requests from departments and campuses to reallocate funds as well as adjustments needed to account for year-end accruals and activity; and an amendment for the Debt Service Fund due to the bond sale and refundings this school year.
