House Panel Holds Hearing on Overtime Rule

Last week, the House Small Business Committee held a hearing on the Department of Labor's (DOL) changes to overtime pay eligibility set to take effect on December 1. The rule increases the salary level under which full-time salaried "white collar" employees qualify for overtime pay from $455 per week ($23,660 annually) to $913 per week ($47,476 annually).

Members are encouraged to visit the 
NLBMDA Legislative Action Center  and send a letter to their Representative and Senators asking for support and passage of The Protecting Workplace Advancement and Opportunity Act (H.R. 4773, S. 2707), which would halt the changes to overtime pay eligibility criteria and require DOL to conduct a comprehensive economic analysis on the impact of mandatory overtime expansion to small businesses, nonprofits, and public employers.

And Now for Something Completely Different

In a referendum on Thursday, British voters chose to sever their country's ties with the European Union after 43 years. Polls suggested the vote on Brexit, as it is called, would be a virtual tie. It wasn't. The margin was 52 percent to 48 percent with 72 percent turnout.
Naturally, pundits are brawling over the impact on the global economy, trying to decide if it's a disaster or a catastrophe. Time and Fox Business are speculating on the total disintegration of the EU as "campaigns in other member nations to hold their own referendums will no doubt gain momentum in the wake of the U.K.'s decision." And more than a few observers think Brexit could give the U.S. housing market a shot in the arm. Read more.

Richard D. Rasure...  L ifelong Goodland, Kansas resident Richard Donald Rasure, 83, died Saturday, June 25, 2016, at Perrysburg Commons in Perrysburg, Ohio. He was retired owner of Rasure Lumber in Goodland.  He was a past member of Kiwanis and Kansas Lumberman's Association, in which he was a past president. Surviving family includes MLA Past President Kevin Rasure of Goodland. Read more at

Industry Update  

Epicor Sold to Investment Firm KKR...  Epicor Software Corp., the biggest provider of software to building supply firms, announced July 5 it will be acquired by the global investment firm KKR. Terms weren't revealed for the deal, which is expected to close by the end of August.

Brexit Causes Uncertainty but Housing Remains a Bright Spot... 
Recent data on home construction and new home sales show a slight dip after prior above-trend readings of the market. However, the long-run picture remains one of growth for single-family home building, as favorable demographics challenge existing supply-side headwinds concerning access to lots, labor and lending. Indeed, housing remains a bright spot for an economy overcoming yet another soft first quarter and dealing with financial uncertainty related to Brexit.   Read more .

Beware: OSHA Fines to Rise 78 Percent Starting August 1st...
The maximum penalties for violations of OSHA rules will rise by 78 percent starting Aug. 1, the Labor Department announced today. The hike implements changes required by Congress' passage last November of the Federal Civil Penalties Inflation Adjustment Act. That law required agencies to publish "catch up" rules regarding the penalties they impose so that the penalties no longer lose their financial sting because of inflation. For instance, OSHA's maximum penalties haven't changed since 1990.  Read more .
