MESSAGE FROM JEFF BLUBAUGH...
    THE CITY OF WICHITA
    2017 - 2018 Propo$ed Budget

             We have the great opportunity to have the City Manager, Robert Layton, make a presentation at our upcoming District Advisory Board (DAB) meeting on July 11th, 6:30 pm, at the Alford Branch Library, 3447 S Meridian, for the City of Wichita's proposed budget.
      This will be a great night to come to the DAB meeting (that is always open to the public) so you can hear firsthand how the City proposes to use its money for the next fiscal year.  Issues pertaining to the budget can be discussed at this time.  I encourage you to come as we can all learn more regarding the procedures on how the city obtains its resources, and through multiple means how the City has been listening to the citizens of Wichita in order to provide the best possible service.  It's like voting...if you don't participate then it's hard to complain.  See you Monday night!

For more than 25 years, FACC, an Austrian based global company, is a leading force in the development and production of components and systems made of composite materials.  No other organization in this industry has its lightweight composites components installed on so many aircraft models.  FACC Solutions, Inc. is the proven winglets specialist and since the startup of its component repair station in 2014 have completed over 1100 winglets modifications and repairs for Airbus, Boeing, Embraer, Spirit, Bombardier, Aviation Partners Boeing, United Airlines, Delta Airlines, Southwest Airlines Alaska Airlines, WestJet, GOL, AeroMexico, Sun Country, SunWing, and more.  So you ask... what's a "winglet"?  The photos below should help you identify that portion of the plane's wing (wingtip) that houses an amazing amount of technology, including safety lights, that FACC Solutions are able to check, repair if necessary, and prep and repaint so that it can go back into use.
Nicholas Eaton, the Plant Manager for FACC Solutions, gave the tour of an incredibly clean and organized workplace where "solutions" is almost an understatement.  We were so impressed and give a big thumbs up!!

Friends University to Host First Women MBAs Chapter Event - July 19th
 
Friends University is pleased to announce that it is bringing the National Association of Women MBAs (NAWMBA) to Wichita. Launching a chapter of NAWMBA is also a first among Kansas' private universities. In keeping with NAWMBA's mission, Friends University's chapter is dedicated to empowering f emale business professionals, assisting women into leadership and enhancing the diversity of the workforce.
 
Friends University's first NAWMBA campus event will take place from 7 to 8:30 p.m. July 19 in the Casado Campus Center. The event, titled "An Evening of Empowering Women," features Friends University's president, Dr. Amy Bragg Carey. Interested women are asked to RSVP by July 14 to [email protected].
 
The new Friends University NAWMBA Chapter welcomes women who are students or graduates of the Professional MBA and Global MBA at Friends, students or alumni of other Friends University graduate programs, graduates of other institutions, and professionals from the community.  You can visit the Friends University website here!

MEET DAKOTA WARD - TEEN VOLUNTEER
While at the Alford Branch Library, I had the pleasure of meeting Dakota Ward, one of the library's teen volunteers who was busy signing members up for the Summer Reading Program. Dakota attends Mayberry Cultural and Fine Arts Magnet Middle School on south Sheridan, is a resident of District 4, and attends church at the Aviator Church in Derby, KS where he also volunteers.

Dakota has great manners, a good work ethic, and interesting future plans to become a United States Navy SEAL.  I think we will hear more about Dakota and look forward to following his progress.  Go get 'em Dakota!!

DISTRICT IV SAFETY REPORTS
THE WICHITA POLICE DEPARTMENT HAS YOU COVERED!

District IV is covered by two WPD substations that are accessible Monday thru Friday, 8 am - 5 pm.   Patrol South is located at 211 E Pawnee, and their phone number is 350-3440.  Patrol West is located at 661 N Elder, and their phone number is 350-3460.  You are free to walk in during those hours to record an incident report (minor traffic accidents, vandalism, larceny from your vehicle, stolen property, etc.)  Of course if it is a more serious offense that requires an officer on site, please call 911 as they are able to dispatch officers to the scene.

2016 BICYCLE & PEDESTRIAN COUNT

Volunteers are needed at several location on the following dates:
Thursday, September 22nd (5 - 7 pm)
Saturday, September 24th (noon - 2 pm)

The data collected during the count helps to estimate the number of people and locations people bicycle, walk and run.  Once collected, the data is used to plan the location of future bicycle and pedestrian investments.

DISTRICT IV STREET CONSTRUCTION UPDATE

MERIDIAN STREET CONSTRUCTION UPDATE!
The west side of Meridian is coming along nicely, and then they will switch to the east side. My advice... stay off Meridian when it rains, and for a day or two following a bad rain which gives the contractor a chance to repair the impending potholes that occur on the old part of Meridian.  And remember that left turns are prohibited from Meridian onto Harry.  The construction is staying on course and we will all be glad when it's behind us.  Plus, kudos to Greg Baalman, City of Wichita, for keeping this project on course!

Nesting Migratory Birds Halt
 Construction on Pawnee Street Bridge

While a large group of barn swallows hatch and nurture their off-spring under the current Pawnee Street Bridge at McLean and the Arkansas River, construction will be delayed.  According to the U.S. Fish and Wildlife Service, the additional noise and vibration that comes with bridge repairs could affect these wonderful birds that help keep the insect population down.  For further information, go to Kansas.com!

The good news is that the bridge will be reopened for the duration of delay!

F or the first time in 37 years, I had bindweed show up in my yard.  I pull and pull and it keeps showing up.  I have seen what it can do to flowers as it grows up unexpectedly and starts choking (thus the name BIND-weed) the life out of other plants.  And I see it growing all over Wichita now.   Whenever I see a chain link fence covered in it, I want to pull over and tell the owners that this is NOT a pretty vine, but a VERY NOXIOUS WEED!
So if you see this, start pulling immediately.  And keep pulling and pulling. But if it has become overwhelming, click here for the KDA's report on Noxious Weed Control.  Good luck and keep pulling!

Wichita Public Schools online enrollment begins July 11
In-Person enrollment is August 8 - 10 - Schools have consistent enrollment times
Online enrollment for returning WPS parents with an active ParentVUE account will begin Monday, July 11. Online enrollment as a convenient option for returning students to complete standard enrollment forms, see class schedules, approve policies, complete waivers and pay for enrollment fees and school meals online from a computer, tablet or smart phone.  Parents are encouraged to use this service and pay fees online in order to streamline the enrollment process. ParentVUE, https://parentvue.usd259.net, will be available on July 11.
New parents or parents who do not have a ParentVUE account are encouraged to set up an account at their child's school during in-person enrollment August 8 - 10. All schools will have computers and assistance available during in-person enrollment for parents to access or set up their ParentVUE account. Parents can also go to www.usd259.org/enroll to print off and complete common enrollment forms before they go to their child's school to enroll during in-person enrollment.

Home Improvement program has funding
 available  for income qualified homeowners
 
The Housing and Community Services Department's Home Improvement Program now has funding available for interest-free, forgivable deferred payment loans of up to $5,000 for income-qualified (60% of median) owner-occupant homeowners.  Loans are provided for emergency needs, such as furnaces, water heaters, sewer lines, water lines, electrical system repairs and plumbing repairs.  Loans are also provided for minor home repair needs for senior citizens, age 62 and older.  Property taxes must be current.  Call 462-3713 for more information or to apply.

Losing Body Fat in the Pool
The body-shaping benefits of swimming workouts are the result of a perfect storm of calorie burn and muscle recruitment. An easy swim burns around 500 calories an hour, while a vigorous effort can torch almost 700. And because water is nearly 800 times denser than air, each kick, push, and pull is like a mini resistance workout for your entire body-especially your core, hips, arms, shoulders, and glutes. So in addition to blasting calories as you swim, you build lean muscle, which ignites your metabolism so that you burn more calories once you've showered and dried off.
The irony is that while swimming makes you lean and mean, it's also kind to your body. Water basically neutralizes gravity, so you become virtually weightless when immersed, giving your joints a much-needed vacation.  It's by far my favorite exercise!
