State Budget Prioritizes
Breakfast After the Bell

This week Governor Brown signed the state budget bills for the 2016-17 fiscal year, solidifying a big win for school breakfast! The education omnibus trailer bill provides an additional $2 million dollars in grant funds for public schools that want to startup or expand after-the-bell breakfast programs. These funds, available over a two-year period (school years 2017-18 and 2018-19), will improve access to school breakfast on hundreds of campuses for tens of thousands of low-income students. These new funds prioritize grants for after-the-bell breakfast in high-poverty schools, and were allocated to expand an existing grant program available for schools to start or expand any type of breakfast or summer meal program.

Improved access to school breakfast means California kids will be better prepared to learn, grow, and achieve at their fullest potential.

Thank you for calling on the state to invest in breakfast after the bell. This success is thanks to advocates like you who insist that all California kids get a fair shot at success. Check out this video featuring Robin McNulty who testified about the benefits of after-the-bell breakfast at the May 3rd hearing of the Assembly Budget Subcommittee on Education Finance.

What's Next? With the additional grant funds now secure, CFPA looks forward to working with state and local partners, including the California Department of Education, to maximize the reach and positive impact of the after-the-bell breakfast grants. Stay tuned for more details.

The details

AB 2054 will help fight child hunger by preparing California to implement federally funded Summer EBT for Children. The bill would require the state to (1) pursue all available federal funding and authority to operate a system that will deliver Summer EBT for Children to eligible families and (2) prepare to establish such a system. Amendments were taken to ensure that the California Health and Human Services Agency designates the appropriate state agency or agencies to acts to fulfill these requirements.
