High court says law requires more contracts for veteran-owned small businesses


The Supreme Court decided Thursday that the Department of Veterans Affairs must set aside more contracts to be filled by veteran-owned small businesses.
The court was unanimous that the department has not fulfilled its obligation to steer more business to small companies owned by veterans or service-disabled veterans simply by meeting its annual goal.
The decision is likely to help more veteran-owned businesses compete for the billions of dollars in contracts the department awards.

GSA Acquisition Rule Captures Transactional Data, Drives Savings and Eliminates Burdensome Reporting


WASHINGTON - The U.S. General Services Administration (GSA) has issued a final Transactional Data Reporting (TDR) rule that will reduce unnecessary burdens on contractors and small businesses and potentially save millions of dollars for the American taxpayer. The rule will publish in the Federal Register on June 23, 2016 and will be implemented through a pilot program across GSA contract vehicles.
As one of the most transformational changes to GSA's Federal Supply Schedules Program in more than two decades, the TDR rule allows GSA to remove some of the complex and burdensome tracking and disclosure requirements imposed on federal contractors -- the Commercial Sales Practices (CSP) disclosures and Price Reductions Clause (PRC) basis of award tracking requirement.  GSA estimates that the collection of transactional-level procurement data, combined with the elimination of the CSP and PRC tracking requirement, will result in an estimated net burden reduction of $29 million a year across the Schedules Program and its other government-wide vehicles.

House Passes FY 2017 Defense Appropriations Bill  

The U.S. House of Representatives today passed the fiscal year 2017 Defense Appropriations bill. The legislation funds critical national security needs, including military operations and readiness programs, as well as health and quality-of-life programs for our troops and military families.
The legislation meets the overall defense spending limits set by law for fiscal year 2017, providing $517.1 billion in discretionary funding - an increase of $3 billion above the fiscal year 2016 enacted level and $587 million below the President's budget request. The bill also provides $58.6 billion in Overseas Contingency Operations (OCO)/Global War on Terrorism (GWOT) funding - the level allowed under current law. Following the lead of the House-passed National Defense Authorization Act of 2017, the legislation targets approximately $16 billion of this OCO/GWOT funding to meet needs within the base Pentagon budget.
