During the 2015-16 academic year, there has been an upswing in reported bomb threats worldwide. According to
data
from the Educator's School Safety Network, there were 745 bomb threats made against K-12 and institutions of higher education (IHEs) from Oct 2015 to January 2016 in the U.S. alone.
The Department of Homeland Security (DHS) partnered with the University of Central Florida and the International Association of Chiefs of Police to jointly produce a bomb threat
training video
that provides important response options to those who receive bomb threats. This can help ensure those who receive a threat gather critical information for law enforcement and report the incident in a safe and effective manner.
In the event of a bomb threat, it's important to know what steps to take. DHS recommends:
- Remain calm.
- Call 9-1-1 immediately and report a bomb threat to local law enforcement providing as much detail as you can.
- Follow law enforcement instructions.
- Evacuate the area and seek protective cover from the bomb and potential debris-these are the best ways to avoid injury.
- Do NOT approach or inspect suspicious items or unattended packages.
- Do NOT congregate near the incident scene as onlookers may impede first responders and law enforcement.
DHS provides additional resources on their Office for Bombing Prevention (OBP) web pages that campus professionals can utilize:
- Bomb Threat Procedures and Checklist (PDF) - A checklist designed to help employees and decision makers of commercial facilities, schools, etc. respond to a bomb threat in an orderly and controlled manner with first responders and other stakeholders.
- Bomb threat guidance brochure - A quick reference guide that provides site decision-makers with pre-threat preparation, threat assessment considerations, staff response guidelines, and evacuation and shelter-in-place considerations.
- Multi-Jurisdiction Improvised Explosive Device Security Planning - A systematic process that fuses counter-improvised explosive device (IED) capability analysis, training, and planning to enhance urban area IED prevention, protection, mitigation, and response capabilities. The program assists with collectively identifying roles, responsibilities, capability gaps, and how to optimize limited resources within a multi-jurisdictional planning area.

Bulletin on Recent ISIL Attacks and Need For Greater Vigilance
The Federal Bureau of Investigation (FBI), Department of Homeland Security, and National Counterterrorism Center recently issued a joint intelligence bulletin urging public safety officials to "remain vigilant in matters of personal safety" given threats and attacks against law enforcement personnel by ISIL supporters worldwide. This includes the June 13, 2016 fatal attack on two off-duty police officials at their residence in France. The bulletin is intended "to provide situational awareness and to assist federal, state, local, tribal, and territorial government counterterrorism and public safety officials and private sector security partners in deterring, preventing, or disrupting terrorist attacks against the United States."
It is important to remember that terrorist attacks are not specific to one group of law enforcement, and an individual(s) displaying violent behaviors may not distinguish between sworn and non-sworn campus public safety or law enforcement officials.

DEA Releases Training Video on Fentanyl Exposure
The U.S. Drug Enforcement Administration (DEA) recently released a 2.5-minute roll call
training video that campus public safety/law enforcement officials and other campus professionals are encouraged to watch to learn about associated risks when encountering the drug fentanyl.
The June 2016 roll call video announcement includes a
nationwide safety alert, issued last year, to law enforcement and the public about the dangers of improperly handling fentanyl and its lethal consequences. The alert states, "Fentanyl is a dangerous, powerful, Schedule II narcotic responsible for an epidemic of overdose deaths within the U.S. During the last two years, the distribution of clandestinely manufactured fentanyl has been linked to an unprecedented outbreak of thousands of overdoses and deaths. The overdoses are occurring at an alarming rate and are the basis for this officer safety alert."
The alert provides information on fentanyl to include dosage; risks to law enforcement, public health workers and first responders; considerations when encountering fentanyl; field-testing safety precautions; and more. It is important to note that
inhalation or absorption through the skin of even small amounts of fentanyl are potentially lethal. All campus public safety officers, resident advisers, and others who may be involved with drug interventions should be warned about the danger posed by contact with fentanyl.
