It is with great pleasure that your Board of Directors is announcing its decision to enter a management agreement with SPECTRUM ASSOCIATION MANAGEMENT.

Your Board of Directors will keep you up to date with progress in the upcoming issues of  "This Week in Westcreek."  Your questions are encouraged;   your Board will answer them as we lean forward, for the benefit of all neighbors, in this weekly newsletter.

The benefits of joining a network of more than 200 associations in the San Antonio area is our first step of a thousand toward the shared vision of becoming the #1 HOA in San Antonio.

Your Board and Staff have a lot more work to do. The assets and skills we will gain through this agreement with SPECTRUM will drive our success.

"The viability of life in urban America may depend upon whether order can be restored before urban decline has progressed to irreversible proportions, whether the police are available to provide assistance, and whether the courts will uphold order-maintenance efforts on behalf of communities struggling against the very real threats posed by disorder."
 
Community-based crime prevention is popular in many communities, but their success is dependent upon citizen involvement. This approach offers citizens the opportunity to become directly involved in crime control and quality-of-life programs in their communities. The community crime control model can be summarized as "reducing crime through order-maintenance." The priorities in this model are to control crime, restore and maintain order, and reduce citizens' fear.
 
Order arises out of "small" changes: the day-to-day respect with which we deal with others and the concern that we exercise for their privacy, welfare, and safety. Such respect and concern unite diverse neighborhoods against those who behave in outrageous ways, and who prey on the weak and vulnerable. Citizens are key; control of disorder, fear, and crime has its origins in the "small change" of neighborhood life. The citizens set standards for the neighborhood and maintain order while the police and other criminal justice agencies support and aid citizens.
 
Neighborhoods without "standards," or with standards that are not enforced, only have one direction that they can go...down! If standards are not enforced, the entire neighborhood will begin to decay and property values will drop.
 
Prevention and People are both key in eliminating the criminal's "comfort zone." Lock vehicle doors, turn on outside lights every night, install motion detectors or cameras, and post security and alarms signs. Light the Night!! These "small changes" can go a long way to reducing small crime which leads to more serious crimes!

Village Ambassadors Needed
 
There are 19 villages in the Villages of Westcreek. We have new residents moving in all the time and our association would like to give them a personal 'Welcome to the Neighborhood!' We want our new residents to understand that we value and encourage their participation in the community. It is the neighborly thing to do, and it provides an opportunity for developing new friendships or just getting to know your neighbors!
 
We are looking for volunteers to take on the role as an Ambassador for each of the 19 villages. As new residents move into our villages, the association would notify the Ambassador for that village. The Ambassador would work with other members of their village who would like to help in welcoming their new residents. By greeting our new residents face to face, it gives us an opportunity to provide information and answer any questions that they may have. Many residents have questions about local gyms, doctors, veterinary services for pets, lawn care...the list is endless.
 
The first step is find Ambassadors that are willing to help build a team in their village to welcome new residents! You don't have to do all the work, you just have to be willing to help build a team! Please consider helping in welcoming our new residents! If you would like to be an Ambassador or even just a member of the team, please send an email to [email protected] .
 
The Villages of Westcreek  is pleased to announce that our Fall Soccer Program is gearing up.  This program is co-ed for children between the ages of 3 thru 15.
 

Registration 
  • For Residents - will begin July 5, 2016
  • For Non-residents - will begin July 9, 2016,  from 2:00 P.M. - 4:00 P.M., on our "Super Soccer Saturday."
  • Registration for all will run through July 22, 2016. 
Fees
  • Resident - $60.00 per child & $45.00 for additional children
  • Resident Coach - $45.00 per child
  • Non-resident - $75.00 per child & $60.00 for additional children
  • Non-resident Coach - $60.00 per child

Shop with your neighbors at the Farmers Market! 

The VWOA is hosting a Farmers Market b
eginning at 9:00 A.M. every Thur sday May-September. The market will be located in the overflow parking lot adjacent to the Community Center.  They accept WIC, Senior FMNP Vouchers and Credit Cards. Drop by and support our local farmers! 
 


The Sports Park is for the enjoyment of all residents and their guests.  In the best interest of the residents and the Association, these rules may be amended by the Board of Directors, at any time.  Suggestions, complaints or compliments may be addressed to the Community Manager 210-679-8761.  Anyone witnessing any damage to our facilities are encouraged to identify those responsible and immediately notify the appropriate law enforcement officials.  For other violations, please call the Community Center's office at 210-679-8761 or the appropriate law enforcement officials.

In accordance with Article III of the Declaration of Covenants, Conditions and Restrictions of the VWOA and Title 11, Chapters 209.006 and 209.007 of the Texas Property Code, the rules are established for the resident's use of the common areas within the Villages of Westcreek. Any resident or non-resident guest causing property damage or engaging in disorderly conduct (including but not limited to public intoxication, drug abuse, indecent exposure, public acts of a sexual nature, civil disobedience, use of profanity, physical or verbal threats to others, or inappropriate sexual conversations with children), the Board of Directors may suspend the use of all VWOA common areas to the resident's family up to 60 days and if applicable, charge the homeowner for property damage.  The term 'residents' applies only to homeowners, renters and lessees.  The term 'guests' applies only to non-residents.

Note:  Residents that sponsors children under age 12 and/or guests are fully responsible for their behavior and must remain with them until they all leave the park.

Over recent weeks we have seen an increase in the number of pets who are escaping from their backyards.  As responsible pet owners, please check your fencing for broken slats and areas where your dog may have dug under for their "Great Escape!"  Also, be sure to check that your gates are secure.

Remember, you can report any lost or found pet on the "Lost and Found" page of our website! 

Pets that are properly tagged and micro-chipped are more likely to be reunited with their owners!

Reporting Problems in Common Areas and Reside ntial Properties

Common Areas 
The VWOA Maintenance Department is responsible for the maintenance and repair of all Common Areas to include the Sports Park, Community Center, Pools, Village Monuments, turf areas on main roads (Military Drive West, Westcreek Oaks, Westcreek View, Grosenbacher, and Talley Road) and certain green belts within Westcreek.  If you see a problem in these areas that needs our attention, please contact the VWOA Office during normal business hours at 210-679-8761 or you can send an email to [email protected].  If you have pictures, please include them in your communications with the Maintenance Department.
 
If it is an Emergency that cannot wait until normal business hours, such as a broken sprinkler head, you can call the after-hours number at 210-854-9282.  Please describe the specific problem and location.

Residential Properties 
The VWOA Standards Department is responsible for monitoring all residential properties within the Association to ensure that they are in compliance with the CC&Rs and Standards.  If you see a property that you feel may not be in compliance with the CC&Rs or Standards, please contact the VWOA Office at 210-679-8761 or send an email to
[email protected] .  You will need to provide the property address and a description of the alleged violation of the CC&Rs and/or Standards.  If you have pictures please include them in your communications with the Standards Department.  Please note that the information you provide will be kept confidential. Both of these Departments work hard to assure these areas are well maintained as part of our mission to help preserve property values and beauty of the Villages of Westcreek.
 
Tot Lot Improvements
The VWOA is currently adding a basketball court for young children in the Tot Lot. The area is located behind the swing set and is cordoned off by construction safety fencing. Please stay away from the area, as this is an active construction site.  Additionally, new benches, tables and equipment are being installed throughout the Sports Park. Please stay away from the areas where the work is being done. We look forward to all of the new additions for the young children and residents of our community.
 
Community Tips
VWOA Standards Tips

Hedges that are within ten (10') feet from the curb, including corner lots, may not exceed three (3') feet in height to assure that the view of motorists is not obstructed at intersections or while backing out of driveways.

Those that are ten (10') feet or more from the curb may not exceed six (6') feet in height.

To allow emergency vehicles to find your home, plants and tree limbs must be kept clear of the address on the house at all times.

Property Improvements Applications (PIA) 
  • Lessees/renters must obtain written permission from the owner and submit it with the PIA.  
     
  •  If you have submitted a PIA for review and you need to speak with the ARC Committee, arrangements must be made with the Standards Department in order to place you on the Committee's agenda.  Please call the office at 210-679-8761 and ask to speak with the Standard's Department to make these arrangements.
  
Trim bushes and shrubs. Keep your yard free of overgrowth around the house, especially under windows. Select bushes and shrubs with thorns to deter intruders from hiding in them. Trim lower branches of trees near your house if they could help a thief gain access to a second story window.

2016 Assessments
Image of yellow Post It note with the Assessment and red check mark. The assessments for 2016 are $360.00 for the year or $90.00 quarterly. If you pay quarterly, please remember the due dates are January 1, April 1, July 1 and October 1, 2016. Finance charges are applied on past due assessments.

IMPORTANT:   All residents 12 and older must have a current VWOA ID card in order to access the pool and park and attend VWOA events.
 
Updating Your Villages of Westcreek ID Cards
Are you short on time and have trouble getting to us during our normal office hours?  Along with our regular scheduled hours during the week, our office remains open every Monday from 9:00 A.M. until 6:00 P.M. If, for whatever reason, you may not have the chance to update your ID cards, you may drop them off in an envelope at our drop box at the office.  We will gladly update your cards (assessments must be up to date) and mail them back to you.  Please remove any lanyards from them prior to drop off.  In addition to our normal business hours, the office is open on the second Saturday of each month from 9:00 A.M. - 1:00 P.M.
 
Payment Options
The VWOA office accepts homeowner's checks, credit cards, cash and money orders. If you cannot get to the office during office hours, or do not live in VWOA, you can now pay your assessments online at www.villagesofwestcreek.com via our PayPal link.  In addition, you may wish to set it up with your bank as a bill pay; the bank will mail a check directly to us. Please use your house number and street name as your VWOA account number. Homeowners can also mail their check personally to us. Please send payments to VWOA, 12395 Military Dr. W., San Antonio, TX 78253. VWOA does not accept checks from non-homeowners. At this time we cannot accept payments over the phone. Please note that the P.O. Box is closed.  

Facility Rental
T he Community Center, Pools and Sports Park Pavilion are available to rent for your next event. The facilities can be booked up to 6 months in advance. We All Have to Do Our Part!

We all have to do our part to keep our community and Sports Park clean!

Please be sure to pick up after your pets while walking in our community.

A pet waste station is located in the Sports Park next to the park rules sign.


Please note that the office will be open the second Saturday of each month from 9:00 A.M. till 1:00 P.M. to receive payments and update I.D. card. 

  The administrative office of the VWOA does have a lost and found box in the front office. If you are missing something, please come by to see if we have it!   

Residents can also post missing or found pets under the Lost and Found section of our website.



Yard and Garage Sales are allowed the second Saturday of each month starting at 7:00 AM. All homeowners and residents in good standing are allowed to purchase a $15.00 sales permit by 4:00 PM Thursday prior to the sale. Residents are permitted to hold 2 yard sales per year. Each resident is allowed three commercially produced signs, one for their yard and two for nearby street corners.

Water Conservation
Year-Round watering restrictions (listed below) may be declared when the Edwards Aquifer level is above 660 feet meaning sea level at the monitored well. These rules continue until there is an announcement in the newspaper that Stage 1 is in effect and/or conditions warrant a more stringent restriction level.
  • Under Year-Round guidelines, all fountains - whether commercial or residential, or indoor or outdoor - are allowed.
  • Landscape watering with an irrigation system or sprinkler is permitted any day of the week before 11:00 A.M. or after 7:00 P.M.  Please visit www.saws.org website for more information.

The purpose of the Executive Session is to discuss personnel, pending or threatened litigation, contract negotiations, enforcement actions, confidential communications with the property owners' association's attorney, matters involving the invasion of privacy of individual owners, or matters that are to remain confidential by request of the affected parties and agreement of the board. This is a closed session.
