COMMUNITY DEVELOPMENT DEPARTMENT
SEEKING COMMUNITY ASSISTANCE
Community Preservation personnel seek the help of the community to keep our City and neighborhoods neat and clean by not placing items on the public right-of-way (i.e., sidewalks, parkways, or street) without first scheduling a bulky item pick-up. The City of San Fernando does not pick-up bulky items, or trash left out curbside.
However, Republic Services, provides each single family residence in the City, up to six (6) bulky time pick-ups per year, free of charge as a courtesy. In order to take advantage of this service, the following guidelines have to be followed:
- A pick up must be scheduled with Republic Services at 800.229.4898, prior to placing items out curbside. Items placed out, without a scheduled pick-up, will not be removed and you may be cited.
- Bulky items scheduled for pick-up, should only be placed out the night before your regularly scheduled trash day. Anything placed out before that time is a violation which can result in the issuance of a Code Enforcement citation.
Illegal dumping is a violation of City Code and anyone found doing so, will be fined anywhere from $220 to $825. You can report illegal dumping while it is occurring to the San Fernando Police via their non-emergency number: 818.898.1267. If you would like to report illegally dumped items, you may contact the San Fernando Public Works Department at 818.898.

PLANNING AND PRESERVATION COMMISSION MEETING (JUNE 7, 2016)
On June 7, 2016, the Planning and Preservation Commission will conduct a Public Hearing to consider a request for the approval of a Conditional Use Permit (CUP 2016-003) to allow for a water testing laboratory at the site of a former auto body shop at 1820-1824 First Street. The Conditional Use Permit would allow Pat-Chem LLC (in business since 1987;

) to operate a water testing laboratory in the City of San Fernando, which include providing laboratory and field testing services for drinking water, well water, storm water, waste water, hazardous waste, soils, solutions analysis and salt spray testing.
CORRIDORS SPECIFIC PLAN AMENDMENT ENVIRONMENTAL IMPACT REPORT (EIR) UPDATE
Work continues on the preparation of the EIR for the Transit Oriented Development Project/Specific Plan Amendment. It is anticipated that the technical analysis will be completed in early June 2016 and the document will be made available for public review soon thereafter. The Notice of Completion for the Draft EIR will be distributed City-wide and noted in the local newspapers identifying the start of the 45-day public review period and any associated Public Hearings to solicit public comments on the environmental assessment.
CITY MOVES FORWARD WITH ECONOMIC DEVELOPMENT STRATEGY AND MARKETING EFFOTS
In an effort to support the City's economic development efforts, City staff is moving forward with a two-pronged approach that includes: 1) Development of an Economic Development Strategy; and 2) Establishing a Marketing Effort in support of the Economic Development Strategy. The Economic Development Strategy (and its various components) as well as the City proposed marketing efforts are outlined below:
Economic Development Strategy Components:
- Strategic Marketing Plan
- Place Audit: Review of demographic and economic data, Strength, Weakness, Opportunities, and Threats (SWOT) Analysis.
- Formulation of vision, goals, and objectives.
- Formulate a strategy to implement goals and objectives.
- Establish an Operative or Action Plan: Lays down how strategies will be carried out in detail.
- Development of an Implementation and Control Program: Establish implementation and control program to evaluate efficiency and success of program with specific economic indicators.
- Establish Business Retention Initiatives
- Establish Business Attraction Initiatives
- Establish a Rapid Economic Development or "RED" Team that assists new prospective businesses with navigating the permitting and entitlement process, meets with existing businesses to address current and future needs.
- Complete Cost of Doing Business Analysis
- Update Fee Schedules to charge the fair share costs for doing business in our City while maintaining competitiveness with surrounding jurisdictions that we are competing to attract and retain businesses.
Marketing Effort:
- Establish Economic Development Division within Community Development Department.
- Update City website with Economic Development-focused information targeting new businesses (including demographic information, prospective business site sector, economic information, how to wet up a business, RED team contact information, et cetera).
- Develop marketing information to hand out to prospective businesses and at trade shows.

POLICE DEPARTMENT
BURGLARY/RECEIVING STOLEN PROPERTY INVESTIGATION AND ARREST
On April 12, 2016, Officers responded to the 600 block of Arroyo Street, to conduct a burglary investigation at a business. Later in the day, an employee of that business was contacted by two males in the area of Glenoaks Boulevard and Corcoran Street, which is just outside of our City limits. The employee said that the two men were trying to sell him tools. Some of which looked like the missing items from his employer's business. San Fernando Police Officers responded and arrested both men. The men were later interviewed and enough evidence was gathered from their statements to have them charged with 496 PC (receiving stolen property) by the District Attorney's Office.
CRIME AGAINST A CHILD UNDER THE AGE OF 18
On April 20, 2016, Officers responded to a residence, where a mother reported that a neighbor tried to enter her daughter's room through a window. The suspect had fled the location but was later arrested by the Officers after coming home from work. Detective Cervantes interviewed the suspect and learned that the defendant was "attracted" to his neighbor and had leaned in through her window to look at her, with an intent of sexual gratification. The suspect was startled when the victim had awakened and fled the location. The suspect was charged with a felony filing of 647.6(b) PC (unlawful entering with the intent of sexual gratification with a child) by the District Attorney's Office.
STUDENT IDENTIFIED IN FALSE REPORT OF EMERGENCY
On April 14, , 2016, at approximately 2 pm, the Communications Center received a 9-1-1 call from a female reporting that her life was in danger at San Fernando Middle School. As school was in session, all available sworn personnel responded and conducted a tactical search of the area. Officers were unable to locate any emergency or person in danger. Officers collaborated with Los Angeles Unified School District Police and school staff and were able to identify the caller several days later. It was determined that the call was a prank and the juvenile was counseled regarding making a false report of an emergency.
MOTHER ARRESTED FOR CHILD ENDANGERMENT
On April 21, 2016, a Community Service Officer (CSO) located two toddlers aged two and three years old left alone in front of San Fernando Elementary school. The CSO notified the Communications Center and Officers responded. Responding Officers took custody of the two children and transported them to the San Fernando Police Station. While an Officer remained at scene to interview witnesses, the children's mother arrived and was arrested for child endangerment. The Department of Social Services was notified and facilitated the reunification of the children with their family.

PUBLIC WORKS DEPARTMENT
CONCRETE IMPROVEMENTS - 600 BLOCK OF HOLLISTER STREET
Public Works has been working hard to repair dangerous road/sidewalk conditions that have developed over the past several years and serve as safety hazards to the public. These repairs help to reduce the City's liability exposure to claims/lawsuits and improve accessibility conditions for the general public. Our team successfully finished the reconstruction of a deteriorated concrete street in the 600 block of Hollister Street. This location has been the source of numerous service requests from the public and had numerous uplifts/cracks due to tree roots. The new concrete roadway is a major improvement for this neighborhood.

In recognition of National Public Works Week, the Public Works Department will host an Open House. The event will help to showcase Public Works activities to local school-aged children and educate them about the importance of water conservation, recycling, construction, and other important operations functions. Currently, crews are conducting tree trimming maintenance on palm trees in several areas of the community, including Brand Boulevard, Truman Street and First Street. This tree maintenance is especially important when winds pick-up, helping to prevent downed palm fronds and other debris from dropping into the public right-of-way
MISCELLANEOUS STREET PATCHING AND STRIPING - PHASE I
Bids were recently received to complete street patching and striping maintenance at several locations in the City. Some of the locations include the following:
- Utility patch repairs at Truman Street/Brand Boulevard, Truman Street/Hubbard Boulevard, and Truman/San Fernando Mission Boulevard
- Restriping maintenance of existing speed bumps, red curbing, centerlines and crosswalks in various locations throughout the community.
These maintenance efforts will help to address traffic safety and overdue repairs at various locations. it is expected that these maintenance efforts will begin in mid-May 2016. If funding is available, it is hoped that these maintenance repairs will continue in early summer following the approval of the new budget. COMMODITY SUPPLEMENTAL FOOD PROGRAM (CSFP)
The Los Angeles Regional Food Bank distribution was conducted on May 2, 2016. The program serves low income senior citizens over the age of 60 that are in need of food assistance. In order to qualify for the program, interested participants brought proof of income and proof of age (identification). CSFP intake workers and agency volunteers registered participants and the truck driver will conduct the physical distribution. Clients received one free food kit that contained meats, canned fruit, vegetables, dry milk and related products, cereals and other grain products. Usually, the CSFP distributions are conducted once a month on the first Monday of the month.

AARP DRIVER SAFETY PROGRAM
The Recreation and Community Services Department, in collaboration with AARP, will offer a Driver Safety course at Las Palmas Park. The AARP Driver Safety Program covers defensive driving techniques and the normal changes in vision, hearing, and reaction time associated with aging. The course also provides practical techniques for adjusting to these changes to ensure the driver's own safety and that of others on the road. During the course, participants learn about current rules of the road and how to operate their vehicles more safely in today's increasingly challenging driving environment. Course participants may be eligible to receive a discount on their auto insurance premiums, contact your insurance company for more details.

There are several Senior classes available now. The instructors for the classes are Los Angeles Unified School District Adult School Educators with years of experience teaching older adults. Classes run for six-week sessions. New class sessions begin May 16, 2016 and lasts through June 24, 2016. Registration is per session; no pro-rating for late sign-ups and refunds may be provided at the City's discretion. Instructors will announce make up classes for holiday closures. *Sign-up for two classes in the same session and get $10 off!

SENIOR EXPO 2016 "BLAZE A TRAIL"
In honor of Older American's Month 2016, the Recreation and Community Services Department will host the 21st Annual Senior Expo with an estimated 300 seniors slated to attend. Various agencies such as the Alzheimer's Association, CA Public Utilities Commission, Center for Health Care Rights and the National Organization for Renal Disease have participated in the past and are expected to once again be on site to offer valuable information and free health screenings to the seniors. Participants will also enjoy live entertainment, lunch, a dance and raffles. This a free event open to the public.
