LETTER FROM THE INTERIM PRESIDENT

Today, City of Minneapolis staff issued their recommendations to the City Council regarding a sick and safe policy. The City Council also introduced a proposed sick and safe leave ordinance.
Features of the proposed ordinance include:
- Accrual of 1 hour of sick and safe leave for every 30 hours worked by an employee.
- The proposed ordinance applies to employees who perform 80 hours or more of work in a calendar year within the City's geographic boundaries. The proposed ordinance excludes independent contractors, construction workers paid prevailing wage for all hours worked, construction apprentices and health care providers who are casual employees.
- The ordinance applies to employers with 6 or more employees.
- Employees may carry-over up to 80 hours of sick leave into the next year accruing a maximum of 48 hours in a calendar year.
- Employees may begin to use sick leave after 90 calendar days of employment.
- The ordinance would be enforced by the Minneapolis Department of Civil Rights.
- The proposed ordinance would go into effect July 1, 2017. For first violations within the first 12 months a warning and a notice to correct will be issued to employers and disputes will be mediated. Second violations within the first 12 months and any violation after the first 12 months would be subject to an administrative process with forms of relief including reinstatement and back pay, administrative penalties and administrative fines in certain situations.
- Employers would be required to track the hours of those employees who occasionally work in the city and maintain those records for 3 years.
A report presented by City staff notes that "the concerns brought forward from primarily the business community were genuine and real." It also notes our advocacy efforts about this "one size fits all" approach, possible unintended consequences, the effect of making Minneapolis an "island" and concerns about how the proposed ordinance would impact existing PTO policies.
We understand the City Council may vote on this ordinance as soon as May 27th, with a public hearing prior to the vote. Suicide Prevention Workplace Training Available
SAVE (Suicide Awareness Voices of Education) is a national non-profit organization with a mission to prevent suicide through public awareness and education, reduce stigma and serve as a resource to those touched by suicide. SAVE was recently awarded a grant from the State to provide a brief (one hour) evidence-based suicide prevention and postvention awareness training sessions throughout Minneapolis. The goal of the program is to increase the knowledge of warning signs of suicide and how to connect individuals with assistance and locally-available care to decrease suicides.

Hennepin County Medical Center/University of Minnesota
Researchers at Hennepin County Medical Center and the University of Minnesota are launching an comprehensive study in collaboration with Abbott to better identify the range of brain injuries among patients. Using multiple evaluation tools, including eye tracking, blood-based biomarkers, imaging and cognitive measures, scientists hope to develop a new standard approach to help classify brain injuries, including concussions, and provide the information needed to guide doctors' treatment decisions. Researchers plan to screen 9,000 trauma patients and enroll at least 1,000 of them as part of the study. Patients could range from children to elderly adults, as well as people who are conscious to those in coma. Enrolled patients will be followed for up to one year, making the research the largest single-center, prospective study of TBI in the country.

Northeast Bank/East Side Neighborhood Services
Sue Sjoselius, Director of Risk Management and Marketing at Northeast Bank, was presented with an award from East Side Neighborhood Services (ESNS). The award was given to recognize Sjoselius for her long-term commitment, leadership and hard work on East Side's Centennial Campaign. Her efforts helped ESNS raise over $230,000 to support future programming. As Chairperson of the Centennial Gala, Sjoselius led the planning committee and worked closely with ESNS staff to assure a memorable event.
