Board proclaims May 15-21 National Public Works Week

In recognition of the importance of public works in community life, the Washington County Board of Commissioners proclaimed May 15-21 as National Public Works Week.

The American Public Works Association theme for Public Works Week is "Always There." The theme recognizes the public works employees who are continually responsive to the needs of the community.  Public works provides clean running water, effective storm drains and sewers, sturdy roads and bridges, public transit services, safe building codes, livable communities with parks and green space, and sustainable public facilities.

In conjunction with Public Works Week, the public is invited to a family-friendly Public Works Fair, 8 a.m.-1:30 p.m. Saturday, May 14, at the Beaverton City Park next to the Beaverton Farmers Market. Children can win prizes and take home fun educational materials. Adults will find brochures and well-informed public works staff who can answer any questions.

The Public Works Fair is sponsored by LUT, the state Department of Transportation, TriMet, the City of Beaverton's Public Works Department, Clean Water Services, Joint Water Commission, Willamette Water Supply Program and PGE.  Media release

Washington County proclaims May National Building Safety Month

The Washington County Board of Commissioners has proclaimed May National Building Safety Month in support of work performed by the Department of Land Use & Transportation (LUT).

Founded by the International Code Council (ICC), Building Safety Month is celebrated in May by jurisdictions worldwide with a public awareness campaign to help individuals, families and businesses understand what it takes to create and sustain safe and sustainable structures.

This year's campaign theme is "Building Codes: Driving Growth through Innovation, Resilience and Safety." The campaign reinforces the need for adoption of modern, model building codes; a strong and efficient system of code enforcement; and a well-trained, professional workforce to maintain the system.

Throughout May, LUT will partner with County departments and agencies to reinforce the importance of emergency preparedness, making aging-in-place resources available and promoting the science behind building safety code.

LUT Building Services will have Building Safety Month materials available at the 2016 Public Works Weekend Fair at the Beaverton Farmers' Market from 8 a.m.-1:30 p.m. Saturday, May 14. Media release

Ongoing road work

Roadwork and road closures - be safe in work zones:

There are road maintenance and construction projects happening throughout the County. Be sure to check www.wc-roads.com for the most current roadwork information. All paving work is weather-dependent and schedules may be adjusted due to changes in the weather or for other unforeseen circumstances.

Second Scoggins Valley Road to reopen 

Scoggins Valley Road is scheduled to reopen on Friday, May 6. 

The closure at the intersection of West Shore Drive and Stepien Road was required to eliminate water seepage through the asphalt at the intersection. All users - motorists, pedestrians, bicyclists, and emergency vehicles - are encouraged to use recommended detours.

CPO 11; District 4

Evergreen Parkway to close for two weeks; use detour 

Evergreen Parkway, east of Cornelius Pass Road at the railroad tracks, will be closed from May 16-30 as part of the Cornelius Pass Road widening project.

Motor vehicle traffic will be detoured onto Cornelius Pass and Cornell roads and Aloclek Drive (see map at right). Pedestrians and bicyclists will have access through the closure area using the sidewalk. Bus stops on Evergreen at 215th Avenue will be closed; riders should utilize bus stops on Aloclek and Evergreen for the duration of the closure.

The closure provides the safest, most efficient option for the reconstruction of the road at the railroad tracks.

The Cornelius Pass Road project will widen the roadway to three lanes in each direction between Cornell Road and U.S. 26. There will be a center median and dedicated turn lanes at several intersections, including U.S. 26. Other improvements include sidewalks on both sides of the road, a buffered bike lane on the west side, a separated two-way bike path on the east side and new street lighting.

CPOs 7, 8, 9; Districts 2 and 4

Scoggins Dam seismic studies will impact traffic at Hagg Lake

The southbound lane of West Shore Drive across Scoggins Dam will be closed starting May 31. The lane is expected to remain closed until 5 p.m. July 1 while Bureau of Reclamation conducts seismic testing on the dam.

Northbound one-way traffic only will be allowed across the dam during this work. Travelers will not be able to turn onto West Shore Drive from Scoggins Valley Road. West Shore Drive can be accessed by following Scoggins Valley Road around Hagg Lake. West Shore Drive across the dam will be open to two-way traffic before the Fourth of July holiday week.

The lane closure impacts all road users - motorists, bicyclists and pedestrians. This work was scheduled to create as little inconvenience as possible to park users and planned events. Every effort will be made to complete the work as quickly and safely as possible.

Open houses

Public asked to provide input on MSTIP 3e 150% Project List

The community is being asked to comment on the Major Streets Transportation Program (MSTIP) Phase 3e list of projects proposed for funding.

MSTIP is funded by local property taxes on a five-year cycle. The MSTIP 3e cycle runs from Fiscal Year 2018-19 through Fiscal Year 2022-23. A total of $160 million has been earmarked for MSTIP 3e projects. The MSTIP 3e 150% Project List includes proposed projects totaling about $240 million - or about one-and-a-half times the available $160 million funding - with each of the four County Commissioner districts receiving approximately equal shares.

The public is asked to help trim the 150% Project List by about one-third - or $80 million - by providing input on individual projects. There are several ways to do this:

  • MSTIP 3e Online Open House at www.MSTIP3e.com throughout May. The interactive map function allows users to click on individual projects to get more information and provide comments.
  • Three in-person open houses:
    • 5:30-7:30 p.m. Monday, May 9, at Portland Community College Willow Creek Center, 241 SW Edgeway Dr., Beaverton;
    • 5:30-7:30 p.m. Wednesday, May 11, at the Tigard Library, 13500 SW Hall Blvd., Tigard
    • 5:30-7:30 p.m. Thursday, May 19, at the Forest Grove Community Auditorium, 1915 Main St., Forest Grove.

Since 1986, more than 130 transportation projects totaling $730 million have been funded through MSTIP. These projects have improved the area's transportation system for all users: cars, transit, freight, cyclists and pedestrians.

Elwert-Kruger intersection open house will be May 12 

An open house for the Elwert-Kruger roads intersection will be 5-7 p.m. May 12 at  Middleton Elementary School, 23505 SW Old Highway 99W.

The event will provide an opportunity for the public to ask questions and provide comments. No formal presentation is planned.

The Elwert-Kruger intersection, located near Highway 99W, is congested and inefficient. The proposed preliminary design includes realigning Kruger with Elwert and installing a roundabout located about 500 feet north of the existing intersection. The roundabout will improve traffic flow and safety and provide a gateway for traffic entering the Sherwood city limits.

Sidewalks, bicycle lanes, streetlights and landscaping improvements will be made to Elwert. Kruger will remain a local rural road with two travel lanes and shoulders. Improvements to the Highway 99W intersection are being considered in partnership with ODOT.

Open House scheduled for Walker Road/Murray Boulevard intersection

An open house for the Walker Road/Murray Boulevard intersection will be from 5-7 p.m. May 16 at Holy Trinity Parish - Fireside Hall, 13715 SW Walker Road.

The open house is a chance for the public to view the proposed preliminary designs, ask questions and provide comment. No formal presentation is planned.

The Walker/Murray preliminary design includes dual turn lanes and dedicated right-turn lanes at all four approaches. A third, southbound lane is proposed for Murray Boulevard from south of Butner Road through the Walker Road intersection. This additional lane will become a dedicated right-turn lane at Bowerman Drive.

Additional proposed improvements include replacing two bridges over Cedar Mill Creek adjacent to the intersection. One is on Murray Boulevard, south of Walker Road; the other is on Walker, east of Murray. Replacement of two culverts on Walker Road, between Far Vista and Park Way, is also proposed.

Construction is scheduled to begin in spring 2018, with completion by fall 2019. Dates are subject to change.  Project website

Neighborhood Meetings for Proposed Developments:

NOTE: These meetings are for proposed developments in the unincorporated portions of the County (outside cities) only. For information on development within a city, please contact the city. This information is provided as a courtesy only. Developers are required to hold Neighborhood Meetings prior to submitting certain land use applications to Washington County. A developer may also choose to hold such a meeting voluntarily if it is not required by county code. These meetings are intended to serve as a forum for the developer, affected CPOs (Citizen Participation Organizations), and property owners within the required notification buffer (500 feet in urban areas; 1,000 feet in rural areas) to discuss the proposal prior to the developer submitting an application to the county.
