The NFF announced the members of the 2016 NFF Hampshire Honor Society, which is comprised of college football players from all divisions of play who each maintained a cumulative 3.2 GPA or better throughout their college career. A record 875 players qualified in the society's 10th year.
NFF AT THE 2016 NFL DRAFT
Members of the 2015 NFF National Scholar-Athlete Class look to continue their football careers at the NFL level.  Baylor offensive guard Spencer Drango was selected by the Cleveland Browns in the fifth round of the 2016 NFL Draft, and three others from the class signed as undrafted free agents, including center Jake Brendel (UCLA - Dallas Cowboys), Taveze Calhoun (Mississippi State - Chicago Bears) and Jason Vander Laan (Ferris State [Mich.] - New York Jets). UMass quarterback Blake Frohnapfel and Oklahoma center Ty Darlington, the 2015 Campbell Trophy winner, were invited to the Indianapolis Colts and Tennessee Titans' rookie minicamps, respectively

Seven semifinalists for the 2015 Campbell Trophy were also selected at the 2016 NFL Draft: Arkansas' Brandon Allen (Jaguars, third round), Syracuse's Riley Dixon (Broncos, seventh round), Alabama's Ryan Kelly (Colts, first round), Indiana's Nate Sudfeld (Redskins, sixth round), NC State's Joe Thuney (Patriots, third round), Harvard's Cole Toner (Cardinals, fifth round) and Wisconsin's Derek Watt (Chargers, sixth round).  

Semifinalists for the 2015  Campbell Trophy who signed as undrafted free agents include Michigan State's Jack Allen (Saints), Arizona State's Mike Bercovici (Chargers), West Virginia's John DePalma (Eagles), Temple's Kyle Friend (Jets), Georgia's Jake Ganus (Vikings), Rutgers' Quentin Gause (Eagles), Purdue's Robert Kugler (Bills), Iowa's Jordan Lomax (Rams), Duke's Ross Martin (Jets), TCU's Jaden Oberkrom (Jaguars), Vanderbilt's Steven Scheu (Patriots) and Colorado's Nelson Spruce (Rams).

North Dakota State quarterback Carson Wentz was selected No. 2 overall by the Philadelphia Eagles. Other members of the Hampshire Honor Society drafted include Montana's Tyrone Holmes (Jaguars, sixth round), Michigan's Jake Rudock (Lions, sixth round) and San Jose State's Wes Schweitzer (Falcons, sixth round).

NFF Board Member and NFL Commissioner, Roger Goodell, welcomed the crowd and announced the first round selections. A number of special guests announced draft picks in rounds 2 and 3, including NFF Board Member, College Football Hall of Famer and new Southern California athletics director  Lynn Swann (Southern California); Hall of Famers  Dick Butkus (Illinois), Larry Csonka (Syracuse),  Orlando Pace (Ohio State), Will Shields (Nebraska), Jerry Sisemore (Texas) and Bruce Smith (Virginia Tech); and 1999 Campbell Trophy winner Chad Pennington (Marshall).  Ohio State had 12 players selected  in the first four rounds , the most by a single school in the modern era (since 1967).
THE NEW RULES: CLOSING THOUGHTS
Rogers Redding
Rogers Redding, the national coordinator of College Football Officiating, provides insights about rules changes and the mindset of college football referees. The CFO is the national professional organization for all football officials who work games at the collegiate level.

This week we finish our coverage of the 2016 rule changes for college football. Here we look at the remaining changes, which affect several areas of the game.
 
Use of Technology for Coaching- It was noted in our first column on the changes that the rules committee was recommending that coaches be allowed to use video and computers in the press box and the locker rooms. After receiving expressions of concern from a number of the conferences about implementing this change, the committee has voted to delay this new rule until 2017. This will give institutions more time to prepare for this major change in the use of technology. So there will be no change in the technology-for-coaching rule for 2016.
 
Input From a Medical Observer- In 2015, the committee approved an experimental rule that allows the Instant Replay official to interrupt a game at the request of a medical observer. This was to take care of the situation where the medical observer saw that a player had been injured on the field, but neither the officials nor the sideline personnel noticed this and therefore had not stopped the game. The committee received indications from a number of institutions that showed that this was a very successful experiment in 2015. So, for 2016 the committee has improved this as a permanent rule change.
 
Unsportsmanlike Conduct by a Coach- For many years NCAA football has had a rule wherein a player who commits two fouls for unsportsmanlike conduct is disqualified for the remainder of the game after the second foul. Interestingly enough, no such rule exists in college football for behavior by coaches. Football is the only NCAA sport that does not have such a rule. For example, in basketball when a coach receives two technical fouls, the second foul disqualifies him for the rest of the game. 
 
The rules committee believes that as teachers and adult leaders of young athletes playing football, coaches should be held to a high standard of behavior appropriate to such a responsible position. Thus, starting in 2016, the rule will be that a coach who commits two fouls for unsportsmanlike conduct will be disqualified from the game. He must leave the playing field before the ball is next put into play, and he must remain out of view of the playing field for the remainder of the game.
 
Experimental Rule:  Collaboration in Instant Replay - In addition to these changes in the rules, the committee has improved an experimental rule for the 2016 season. This experiment will allow what is being referred to as a "collaborative approach" to the use of instant replay. This means that the replay official will be in communication with observers who are watching the game on television at a site other than the instant replay booth. The replay official will be in consultation with the remote observers while reviewing a play. The purpose is to allow for a second observer in addition to this replay official to assist in making the decisions about a review. As a part of the experimental rule process, conferences that use this approach will report back to the rules committee at next year's meetings with the results of this experiment.

NFF Board Member Bob Epling was honored on the U.S. House Floor by Rep. Ileana Ros-Lehtinen [R-FL27] for his contributions to South Florida.

NFF Board Member Donna Shalala, president of the Clinton Foundation, will address the class of 2016 at Drexel's commencement on June 11 at Citizen's Bank Park.

Gatorade released a thoughtful commercial in tribute to 1997 Campbell Trophy winner Peyton Manning (Tennessee) on his retirement from the NFL. The spot features his handwritten letters and has appearances from NFF Chairman and College Football Hall of Famer Archie Manning (Mississippi), 2003 NFF National Scholar-Athlete Eli Manning (Mississippi) and Duke head football coach David Cutcliffe.

College Football Hall of Famers  Bo Jackson (Auburn), Sterling Sharpe (South Carolina), Steve Spurrier (Florida), Wesley Walls (Mississippi) and Andre Ware (Houston) and 1978 NFF National Scholar-Athlete Steve Fuller (Clemson) are among the participants in the ninth annual Chick-fil-A Peach Bowl Challenge charity golf tournament, which will take place May 1-3 at the Reynolds Lake Oconee resort outside Atlanta.

College Football Hall of Famer LaDainian Tomlinson (TCU) will be inducted into the Texas High School Football Hall of Fame on May 7.

College Football Hall of Famer Charlie Ward (Florida State) will host a football clinic for moms with the Pensacola (Fla.) Blue Wahoos  minor league baseball team on May 7.

College Football Hall of Famer Herschel Walker (Georgia) will be the featured speaker at the 2016 Camping World Independence Bowl Kickoff Luncheon Aug. 3 at the Shreveport Convention Center.

College Football Hall of Fame coach Bill Snyder (Kansas State) officially joined Twitter.

The Marty Lyons Foundation, led by the College Football Hall of Famer from Alabama, competed in the  2016 TD Bike Tour in New York City on May 1, raising more than $100,000 for charity.

College Football Hall of Fame coach Lou Holtz will host the 2016 Fiesta Bowl Kickoff Luncheon on Aug. 31 at the Arizona Biltmore in Phoenix. Former Notre Dame defensive tackle Bertrand Berry will also take part in the event.

Saint John's (Minn.) will hold a groundbreaking ceremony on May 5 for Gagliardi Field, which is named for College Football Hall of Fame coach  John Gagliardi .

On April 30, UC Davis hosted a tribute to College Football Hall of Fame coach Jim Sochor, who passed away in November.

2013 Campbell Trophy recipient John Urschel (Penn State) will be the commencement speaker at his alma mater's College of Science ceremony on May 7.

2015 NFF National Scholar-Athlete Jordan Italiano will be Kent State's male recipient of the MAC Medal of Excellence Award on June 1.

2015 NFF Gold Medal recipient Dr. Condoleezza Rice  will serve as the commencement speaker at High Point University (N.C.) on May 7.

2011 NFF Outstanding Contribution to Amateur Football Award recipient Verne Lundquist, CBS Sports' lead play-by-play announcer for college football, will be honored with the Lifetime Achievement Award for Sports at the 37th annual Sports Emmy Awards ceremony at Jazz at Lincoln Center in New York City on May 10.
Over The Middle
The NFF Vermont Chapter honored six exceptional Vermont high school football student-athletes at its 23rd annual awards banquet May 1, presenting each with a $500 scholarship.

The NFF Emo DiNitto/Rhode Island Chapter will hold its 29th Annual Scholar-Athlete Awards Dinner May 2 at the Crowne Plaza in Warwick, R.I.  The chapter will recognize 28 scholar-athletes, including 12 Golden Dozen and 16 Silver honorees, for their outstanding academic and football achievements. Two of the Golden Dozen honorees will receive $1,000 scholarships, increasing the chapter's total grants to more than $140,000. The chapter will also honor its Distinguished American Louis Marciano , Contribution to Amateur Football Award recipient  Ted Stebbins and Football Official Joseph Schwab .

The  NFF Memphis Chapter   will host  its scholar-athlete banquet May 2 at Rhodes College, honoring 12 high school seniors and two college players. The chapter will also present Auburn OL Shon Coleman, a Memphis native, with the chapter's Mario Reed Courage Award.

The NFF New Hampshire Chapter's scholar-athlete banquet will be May 3 at the Executive Court Banquet Facility in Manchester, N.H.
 
The NFF Touchdown Club of Houston Chapter will hold its 50th Anniversary "Touchdowner of the Year" Banquet May 4 at the Westin Galleria Ballroom. NFF Chairman and College Football Hall of Famer Archie Manning (Mississippi) will be the guest of honor. The chapter will host a Hall of Fame Golf Tournament the day before at Wildcat Golf Course.

The NFF Joe Tiller/Northwest Indiana Chapter is sponsoring the fifth annual Ryan Kerrigan/12th Boiler Golf Outing, which will take place May 6 at the Birck Boilermaker Golf Complex at Purdue.

The NFF Greater Austin Chapter will host its scholar-athlete banquet May 9 at the Frank Erwin Center on the University of Texas campus. Former Longhorns head coach Mack Brown will receive the chapter's Distinguished American Award.

The NFF Sunflower (Kan.) Chapter's scholar-athlete banquet will be May 11 at the Adams Alumni Center on the University of Kansas campus in Lawrence. Jayhawks head coach David Beaty will be the featured speaker.

The 41st annual NFF Jack Grinold/Eastern Massachusetts Chapter Scholar-Athlete Banquet will be held May 15 at the Boston/Newton Marriott. The banquet will honor 33 high school scholar-athletes and the 2016 recipients of the Daly, Schluntz and Burton Awards. Boston College play-by-play announcer Jon Meter-Parel will return as the emcee.

The NFF Northern Connecticut Chapter will hold its scholar-athlete banquet May 15 at Aqua Turf in Southington, Conn. Central Connecticut State head coach Pete Rossomando will be the guest speaker.

Bob Keropian, president of the NFF Northern California Chapter and former NFF West Region Coordinator, will be inducted into the Peninsula Sports Hall of Fame on June 8 at the Green Hills Country Club in Millbrae, Calif.

The NFF Mountain Empire (Tenn.) Chapter will hold its annual golf tournament June 17 at Crockett Ridge Golf Course in Kingsport, Tenn. Proceeds from the tournament help fund the chapter's scholarships.
