Community Meets about North Hill

On April 27, Supervisor Dan Storck hosted a second community meeting regarding the proposed redevelopment of North Hill, a 33-acre site owned by the Fairfax County Redevelopment and Housing Authority (FCRHA). Much progress has been made since the first outreach meeting, in May 2015.

A partnership of Community Housing Partners and Pennrose Development proposes construction of 195 for-sale (at market rates) townhouses and 278 multifamily units in five buildings (all designated affordable at various levels of income, including one 60-unit building reserved for senior housing). In addition, approximately 18 acres would be dedicated for a passive public park. An architect has designed the corner of Richmond Highway and Dart Drive to create a visual opening where a driver may view the park, but public parking for park visitors will be limited.

Many specifics were discussed at the meeting, although some things are still being studied. Several factors are dependent on financing, such as unit sizes (1-, 2- and 3-bedroom units are planned, although studios will be considered if possible), and the necessity of selling the townhouses at market prices. The multi-family buildings will be four stories above parking garages set in the ground, which is possible because of the retaining walls necessary to build on the site (elevation rises 100' front to rear). Dart Drive will be the main entry and exit, although two right-in, right-out access points will also be provided on Richmond Highway. The potential connection of Dart Drive to Arlington Drive is yet to be decided.

In order to apply for tax credit financing (a competitive process) by March 1, 2017, applications for Comprehensive Plan Amendment and Rezoning will be filed with Fairfax County on May 2. Assuming all goes well, construction could begin by the end of 2017. If tax credits are not awarded to the project, the applicant plans to try again the following year.

Stay tuned for more information on upcoming Planning Commission and Board of Supervisor public hearings regarding the Comprehensive Plan and Rezoning applications. Meanwhile, for more information on North Hill, visit:  http://www.fairfaxcounty.gov/rha/north_hill/
