 Alert #10: FY2016
5/31/16

ALERT SUMMARY:

1.  PURVIEW:  State (not federal)

2.  LEVEL OF MOBILIZATION:   Thank you calls to senators

SENATE PASSES BUDGET WITH ABE
INCREASE TO $31.0 MILLION

-  The Senate passed their FY 2017 budget with an increase for the ABE line item.

-  Thank you to everyone who helped make our statewide campaign successful by calling, emailing or visiting your senator It was truly a team effort!

-  Below is a chart with the FY17 budget process figures to date:

-  The final Senate budget appropriation is $31,024,866 which is $500,000 more than the initial Senate Ways & Means budget amount.

-  The increase was made possible by the passage of Amendment #150 filed by Senator James Eldridge.

-   The ABE line item contains a $250,000 earmark for Operation A.B.L.E. of Greater Boston to provide basic workforce and skills training, employment services and job re-entry support to older workers.

-  MCAE continues to oppose all earmarks as unfair entitlements that undermine the open and competitive grant process.  We will continue to make every effort to not have earmarks in the final budget.

-  Because the House and Senate appropriations for the ABE line item are different, the Joint Conference Committee will need to reconcile the differences.

-  As soon as the Conference Committee is formed, we will send another action alert.

PLEASE THANK YOUR SENATORS
AS SOON AS YOU CAN!

-  We had a total of 11 co-sponsors on Senator Chang-Diaz's amendment (#249) and 10 on Senator Eldridge's amendment (#150) for a total of 15 unique co-sponsors.

-  In a roll call vote of Senator Eldridge's amendment to increase the line item by $500,000 all 38 voting senators voted YES!   Senate President Rosenberg did not vote, and Senator Brian Joyce was listed as absent or not voting.

-  Please take a few minutes to call your senator next week to say thank you for voting for the Eldridge amendment and supporting ABE.  If he/she was a co-sponsor, please say thanks for that as well.

-  If Senator Chang-Diaz or Senator Eldridge is your senator, please say an extra thank you for being the lead sponsor on an amendment to increase ABE funding.

-  A thank you call is one of the easiest, most important and appreciated calls you will make!
