How did $700 Million for transportation and $1 billion for infrastructure aka bonding die on the Senate floor?

Factoids:
  • At midnight on May 22, 2016, all legislative action had to cease. The date was penned 159 years ago right along with our constitution. 
  • The bonding/transportation bill negotiated with House and Senate leadership -behind closed doors- was unveiled in the House at 11:00 PM.
  • It passed the House arriving on the Senate floor at 11:48 PM.
  • Sen. Ron Latz (D- St. Louis Park) offered an amendment.
    • Any change to the bill would require it go back to the House for final approval as amended. With just minutes left on the clock, this would torpedo the bill. 
    • The amendment was supported by all D's and zero R's.
    • The amendment passed.
  • The bill as amended passed at 11:58 PM. 
  • Now different from different from the House, the bill died.
