SECURITIES AND EXCHANGE COMMISSION
Open meeting to consider whether to seek comment on modernizing certain business and financial disclosure requirements and whether to adopt business conduct standards for security-based swap dealers and major security-based swap participants The rule as proposed in 2011 would require dealers and major participants to communicate with other parties in good faith about risks, conflicts of interest, clearing and other matters.  At the same open meeting, the agency is also expected to seek comment on updating its Regulation S-K disclosure regime.  The meeting was rescheduled from March 30.

HOUSE RULES
Full committee meets to formulate a rule on H.R.3340, the "Financial Stability Oversight Council Reform Act" and H.R.3791, to raise the consolidated assets threshold under the small bank holding company policy statement. Under H.R. 3340 , funding for the Financial Stability Oversight Council and Office of Financial Research would be made subject to the annual appropriations process starting in fiscal 2017. OFR also would be required to provide Congress with quarterly updates on its staffing and financial activities, and to give the public an opportunity to comment on the office's reports and regulations. The House Financial Services Committee approved the bill on Nov. 4 by a party-line 33-24 vote.

SENATE AGRICULTURE, NUTRITION AND FORESTRY
Committee will mark up legislation reauthorizing operations of the Commodity Futures Trading Commission 10 months after a House version drew criticism from Democrats and a veto threat from President Barack Obama. Depending on its breadth, the bill could have major ramifications on how the agency uses its Dodd-Frank authority.  A House version passed in 2015 would limit the agency's power to police overseas derivatives activity,  but analysts say the Senate version is likely to be more narrow.
