Our March winds have been tough on flags and poles also. It is always a good idea to lower your flag during storms. You can repair a small United States flag by trimming the fray off, and re-stitching a hem on the fly-end. For large flags, call us, to repair and clean your flag.

U.S. Flag Code, a part of the United States Code.  
   
The United States Code is the official compilation of the Federal laws of a general and permanent nature that are currently in force. Each Title is divided into Sections, and then subtitles, chapters, sub-chapters, parts, sub-parts, or divisions. Titles may also have appendices which may be divided into sections, rules and/or forms.   
So it is not surprising that the U.S. Flag Code is difficult to maneuver.

The U.S. Congress asks for a clarifying interpretation of the code and in 2011 the Congressional Research Service provided the document linked here.

We use this most recent clarification on the US Flag Code dated 2011, by the Congressional Research Service,  Report for Congress, 
The United States Flag: Federal Law Relating to Display and Associated Questions , both Title 4 and Title 36.
 
This Congressional Report on the US Flag Code also contains recent additions to the US Flag Code.
 P.L. 109-243,   "The Freedom to Display the American Flag Act of 2005" addresses "Restrictions on Display of the Flag by Real Estate Associations".
Also included in 2011 is the requirement for "Flags Supplied for Veteran's Caskets" to be Made-in-USA.
