Broadway BIA- How does it work?

We've been asked by many folks to describe the BBIA's rate assessment process ,  service territory, rate calculation and governance. The BBIA was created in 1986 by city ordinance and rates are based on sales tax revenue reported to Seattle. The City Council has amended the original ordinance four times over the past 30 years to expand the service area or increase rates. The 2001 Ordinance 120303 updated business rates to the following:
  • $2 per $1,000 in revenue except for financial institutions
  • A flat fee of $3,500 for financial institutions
  • A minimum fee of $50.00 and an annual cap of $3,500.
Here is a map of the current area, which was expanded by Ordinance 124514 in  2014.

The current  BBIA is governed by a six person Board who ensures the annual funds are spent on street cleaning, graffiti removal, rate payer education and other needs as they arise.
