    Dear SCANPH Members,

    2014 has been filled with highs and lows. Our industry continues to struggle to develop enough homes to meet the demand in an environment of significantly diminished resources. While we were not successful in getting the dedicated source of funding in the state legislature we were seeking at the beginning of the year, SCANPH members nevertheless had over a billion good reasons to celebrate a full productive year for the funding of affordable homes.

    SCANPH's organizing and mobilization work was significant enough to secure substantial funding in this year's budget - some of which will provide financial resources for affordable home development on an ongoing basis. Moreover, the work of SCANPH members helped to convince voters to pass a measure that will ensure that veterans throughout the state will have a place to call home.

    SCANPH members continue to help each other by participating in organized workshops, brown bags, and webinars. Our membership and conference attendance are at record setting levels.

    What follows is a detailed accounting of this year's accomplishments.

    As we prepare to celebrate SCANPH's 30th anniversary, we look forward to working with you all to support this inspirational industry.

    2014 SCANPH Member Highlights

    Mobilize: Policy, Strategic Alliances, Collaborative Action, & Advocacy

    The Southern California Association of Non Profit Housing (SCANPH) had an energetic and exciting year.

    The SCANPH regional working groups established during 2013 and 2014 to support SB 391, a dedicated permanent source for funding affordable housing, was effective in helping legislators understand the need for and benefits of affordable housing in their districts. As a result, legislators from Southern California were instrumental in the fight for the legislation: 16 of the 31 legislators who agreed to co-author SB 391 were from LA, Orange, Riverside, San Bernardino or Ventura Counties. While SB 391 did not win passage this year, a strong base of political support was created.

    Your hard work supporting SB 391 helped pave the way in late 2014 for a budget deal that included a $100 million general fund allocation to support the Multifamily Housing Program (MHP) with half designated for supportive housing, $130 million from Cap and Trade revenues with a significant portion to be spent on affordable housing development in early 2015, and a long-term spending plan for Cap and Trade revenues beginning in 2015 with 10% of overall revenues (estimated roughly at $200 to $300 million per year) to be allocated for affordable housing near transit.

    SCANPH volunteers and staff helped launch an effective grassroots campaign for passage of Proposition 41, the Veteran's Housing ballot measure. Through our members, SCANPH reached out and gathered hundreds of signatures in support of the measure and contacted thousands of voters via emails and social media. SCANPH also sponsored phone banks across Southern California - contacting thousands of voters, encouraging them to vote for the proposition.

    As a result of the general fund allocation, Cap and Trade earmarks, and passage of Proposition 41, SCANPH helped to raise approximately $1.5 billion to support affordable housing development over the next five years.

    While work on state legislation is always an important part of our activities, SCANPH members also recognize that over $250 million has been lost in local and regional funding for affordable homes - largely as the result of the dissolution of redevelopment agencies. So a renewed focus is vital to address these shortfalls.

    At the local level, SCANPH worked in collaboration with community stakeholders to keep affordable housing at the forefront of policy discussions. SCANPH partnered with community groups to host public forums for LA County Board of Supervisor District 3 candidates with 450 attendees at two events. During the forums all candidates declared support for using former redevelopment funds coming to the County to address the County's affordable housing shortage.

    In 2015, SCANPH will campaign to secure funding to address a 490,000 shortfall in homes in LA County affordable for very-low and extremely-low income residents. This will be our top legislative priority. Look for more information as this campaign gets going.

    Energize: Networking, Celebrating Successes, Annual Conference, & Workshops

    Thanks to you, we've had strong member participation at all our SCANPH events this year. From our members meeting in January to the Bright Lights event celebrating the unsung heroes in our industry to the annual conference 2014's events turned out record numbers.

    The annual conference was highlighted by remarks by Los Angeles County Supervisor-Elect Hilda Solis during the morning plenary, Assembly Speaker Toni Atkins as keynote speaker during the luncheon, and the presentation of the 2014 Housers' Hero Award to out-going CTCAC Executive Director Bill Pavao.

    Next year, SCANPH will build upon this years' success, and host our first ever two-day conference at the JW Marriott at LA Live in downtown Los Angeles on September 17-18, 2015. We encourage you to save these dates and stay tuned for more information on what we hope will be an even more successful conference!

    SCANPH continues to lead the way in educating our members, partners, and the community at large, with an expanded calendar of workshops, brown bags and training sessions. Our 2014 sessions were busting at the seams with attendance blossoming by 70% over 2013. We already have trainings in the works for 2015. Our calendar will be up and registration open soon.

    Synthesize: Research, Education, & Publications

    SCANPH has been in the news regularly this year, helping to shape public discussion and debate on affordable housing policy. During 2014, SCANPH staff and board members have been quoted in 21 media stories on affordable housing. The stories were published in various media outlets including the Los Angeles Times, La Opinion and KPCC radio.

    The SCANPH webinar series, established in 2014, had over 400 registrants in 2014. One of the highlights in our webinars included the release of the California Housing Partnership Corporation's report, "How California's Housing Market Is Failing to Meet the Needs of Low Income Families," where community members and members of the media were in attendance, including the Los Angeles Times.

    Another webinar highlight was our hosting a special webinar, "An Agenda for Equity: A Framework for Building a Just Transportation System in Los Angeles County," with Dr. Manuel Pastor, Director of the USC Program for Environmental and Regional Equity and one of the nation's leading expertson sustainable development and social, economic and environmental justice in urban areas, to discuss his findings from his new report.

    Our reach continues to grow. We added 16% to our email distribution network totaling over 7,000. Our Facebook Twitter followers have each nearly doubled in2014 We use these tools to help us grow greater awareness of the issues and concerns in nonprofit affordable housing development.

    None of these accomplishments can truly be more noteworthy than the gains all of you, as SCANPH members, have made over the past year towards all of our success. Our SCANPH members will always continue to build a voice for working families and individuals in need of safe and decent homes in Southern California.
