The Federal Reserve made the markets happy when its Open Markets Committee met and agreed on the record that the U. S. economy had recovered sufficiently that interest rates could begin creeping higher. The minutes from FOMC's two-day meeting suggested that the Fed Funds rate would increase in June. At the same time the Fed members lowered their estimate for where the rate would be at year end from 1.2% to 0.625%, a clear signal that there would be an effort to see rates rise gradually. That would be a departure from the last two times that interest rates were tightened and good news for construction borrowing.


 
Eight months after an extended moratorium on PlanCon reimbursements was lifted, Gov. Wolf has included language in his proposed budget legislation that would put a new moratorium in place July 1, 2015. Opposition to the new ban is fairly stiff from both sides of the aisle and HB210 - which will reform PlanCon and increase funding - now awaits a vote in the House. It seems likely that proposed moratorium is meant to stimulate compromise but the language is in keeping with Gov. Wolf's emphasis on new education funding going to the classroom. The threat of an additional year's slowdown in reimbursements and planning is unwelcome news for the K-12 market, which was finally showing signs of recovery.

An expected rebound in K-12 work has been showing up in the market. While more of the next wave of school projects is still in the design stages, there are more opportunities for companies who work the K-12 niche in 2015. Windber Area School District put a $17 million middle/high school renovation out to bid. Massaro CM Services is in the process of putting three North Allegheny schools out to bid as part of the $22 million program to upgrade the Marshall Middle and Elementary School, and the Bradford Woods School. The projects are due April 9, 14 and 17. In Ohio, the new $30 million Canton South High School is out to bid.


 
Burchick Construction was awarded the contract for the Victoria Street parking garage by UPMC, a $9 million structural renovation. Google selected Perkins Eastman for the design of its interior fit-out in the Bakery 2.0 office building. Gurtner Construction was awarded the general trades portion of the new $7 million Ross Township public works garage complex. According to the Builderes Exchange, Allegheny Construction Group was the low bidder on the $9.7 million CCAC West Hall and the $2.77 million Pittsburgh International Airport South Matrix baggage handling improvements

The Allegheny Conference on Community Development announced that David Ruppersberger has been named president of the Pittsburgh Regional Alliance (PRA), its marketing affiliate. The appointment is effective April 6. 

Previously, Ruppersberger was Director, Joint Economic Initiatives, for Carnegie Mellon University and the University of Pittsburgh, where he coordinated economic development activities between the universities, co-led Power Up Pittsburgh, and represented the universities on various regional initiatives.

 

Class-G today announced that Jeffrey H. Sopp, Chief Executive Officer of PrivIT, has been elected to Class-G's advisory board. Class-G offers a way for organizations to measure, track and improve sustainability initiatives across their entire portfolio of locations. Prior to joining PrivIT, Sopp was the CEO and co-owner of Expesite, which he led to become an internationally recognized project and program management software company. Mr. Sopp expanded Expesite's business solutions through acquisitions and partnerships with industry leaders in technology, and within the market segments Expesite served. In 2012, Sopp sold Expesite to Accruent, LLC.  He continues to serve on the Accruent advisory board.
