Millionday: Saudi officials began a slow move toward rapprochement after Haider al-Abadi was appointed Iraq's prime minister in August.

The Islamic State group in Iraq has also induced cooperation between the two countries. "The Saudis think there is a gap now.

If they leave Mr. Abadi without help, he will be forced to go to the Iranians," Mustafa Alani, an Iraqi security analyst, told Reuters Saturday.

"With the change of leadership, change of circumstances, they think that it's time to bring back Iraq ... to the Arab fold and to reduce the Iranian influence."

The laws of political conflict .... Article 21

Governorates not organized law provides Territories No. 21 of 2008 on the provincial council is the highest legislative and supervisory authority within the administrative borders of the province, and it has the right to issue domestic legislation within the limits of the province so that they can manage their affairs in accordance with the principle of administrative decentralization and not inconsistent with the Constitution and federal laws.

This Act provides the legislative authority in the province (provincial council) various file management in the field of service projects and investment, and allows them to contract with companies freely,

as it allows them to administrative and technical powers, thus alleviating or eliminating the role of domination of the central government and ministries in the contract provinces with companies in various fields,

and thereby eliminate the administrative bureaucracy that created the dictatorship seized control of any will of local governments, and undermined any role in the development of the work of institutions in the provinces.

There was a mandatory meeting amongst the rich and famous yesterday who also have their hands in the cooking pot

The bottom line came out like this in Chinese said we are not going to be embarrassed again

At the end of the meeting with Chinese ....said they were going to go get some rest ...remember that they said that they were not going to be embarrassed again

It's been a tough year for Iraq - arguably the toughest in its modern history. Undoubtedly, 2014 was a miserable year for the entire Middle East. But as Aaron David Miller points out in his Foreign Policy piece, there are at least five reasons why 2015 will likely bring positive changes to the region.

The challenges ahead are immense, but there is much cause for optimism. So here are five reasons to be optimistic about Iraq in 2015:

Well it appears the GOI are the chatty-cathys today....they continue to talk about borrowing to take care of budget deficits....but they also speak of some other issues that while they don't make headlines....I think may have importance.....if not now...in the near future.

Warning .. Iraq is heading toward borrowing from the International Monetary Fund

So the IMF may be called upon for a loan....but why not try to further reduce government spending....create less interference by the government in the markets....addressing taxation....

all this is old news.....but enter some new things.....talk of the price of oil rising in the short term back above $70.....the coming "new wave"....who is prepared to ride it.....
