RE: Proposed T-Fare Plan/ East Dove Road
 

The Town Council held an additional public input meeting on Monday, Feb. 9 in response to concerns that arose from many Glenwyck Farms' residents regarding the proposed T-Fare Plan connection of Dove Road, east of F.M. 1938 to Solana Blvd.

Feedback received from attendees centered around the residents' desires to eliminate a connector road running from east Dove Road to Solana Blvd. and to prevent any increase in traffic flow onto the two-lane Dove Road section, east of F.M. 1938 (Davis Blvd.), over its present volumes so it would not have to be widened.  Earlier input received during the overall Comp Plan Public Input Workshops was the origin of the idea to connect east Dove Road to Solana Blvd. in order to prevent any widening of Dove Road east of F.M. 1938 in the future.

The additional Town Council Meeting held on Feb. 9 provided an opportunity for more public comment about this east section of Dove Road, and also allowed Council to provide direction to Staff before the upcoming public hearing and meeting on Monday, Feb. 23, beginning with a workshop at 5:00 p.m., followed by the regular meeting no earlier than 6:30 p.m.  About 50 people attended this past Monday evening's meeting, with 19 speaking in opposition of the Dove Road to Solana Blvd. connector and any widening of Dove Road as shown on the proposed thoroughfare portion of the proposed Comprehensive Plan. In addition, 12 people did not wish to speak but asked that their opposition be recorded. Four letters in opposition from residents who could not attend the meeting were copied to the Mayor and Council members. 

After all public input was received Monday evening, the Council held discussions and asked staff for a recommendation. Town Manager Tom Brymer recommended a few changes be made prior to the Town Council Meeting on Feb. 23 in response. The recommendations are as follows:
  • the connection of east Dove Road to Solana Boulevard be deleted from the proposed T-Fare Plan
  • east Dove Road be shown on the proposed T-Fare Plan as a "roadway of special consideration" and continue to be shown (as it is now in the current 1992 Comprehensive Plan) with a 106 foot right-of-way and with median, divided for 4 lanes of traffic (2 lanes each direction) or with 2 vehicle lanes with bike lanes.
A "roadway of special consideration" means it has the potential to be perceived as having an adverse effect on adjacent properties. Therefore, serious consideration regarding design, along with public hearings, should be held prior to final approval.

We wish to thank each and every one of you who took the time to write, call, and/or attend and participate at Monday's meeting, as well as more than a dozen meetings held throughout the Comp Plan update process. We truly value your opinion and engagement in our community.

Please mark your calendars for the upcoming Feb. 23 Town Council Meeting, where staff will be putting forth the above noted T-Fare Plan recommendations and the P&Z Commission's recommendations for the Council's consideration, in addition to, holding Comp Plan Public Hearings for the proposed plan.
