Bureau of Justice Statistics Releases Findings on Campus Law Enforcement 2011-12

On Tuesday, the Bureau of Justice Statistics (BJS) released their findings from a 2011-12 survey of 4-year colleges' and universities' law enforcement agencies. The survey covered a variety of topics such as: sworn and non-sworn officers on campus; officer jurisdiction (arrest and patrol); weapons authorization (lethal and less-than-lethal); and Clery Act and crime reporting.

Highlights include:

About 75% of the campuses were using armed officers, compared to 68% during the 2004-05 school year.
About 9 in 10 public campuses used sworn police officers (92%), compared to about 4 in 10 private campuses (38%).
Most sworn campus police officers were authorized to use a sidearm (94%), chemical or pepper spray (94%), and a baton (93%).
Most sworn campus police officers had arrest (86%) and patrol (81%) jurisdictions that extended beyond campus boundaries.
About 7 in 10 campus law enforcement agencies had a memorandum of understanding or other formal written agreement with outside law enforcement agencies.

Building Communities of Trust

Recent events in the U.S., such as those in Missouri and New York, serve as a reminder of the critical importance of building and maintaining strong relationships of trust between law enforcement/public safety leaders and the communities they serve.

Last week, the International Association of Chiefs of Police (IACP) released a report from the IACP National Summit on Community-Police Relations: Advancing a Culture of Cohesion and Community Trust. This report was presented to the White House Task Force on 21^st Century Policing in hopes that the recommendations therein will aid the Task Force as they examine and strengthen community-police relations.

The report provides an overview of the summit structure, process, and background, and highlights information on community complexities; community policing background and the state of community-police relations today; conceptual elements of sustainable community-police relations; improving community-police relations; and recommended strategies and action steps for:

Law enforcement executives
Advocacy and community groups
Community and business leaders
Researchers and academic institutions
Policymakers

The Information Sharing Environment; Department of Homeland Security; Department of Justice (DOJ), Office of Community Oriented Policing Services; and the Nationwide SAR Initiative, published the Building Communities of Trust (BCOT) Fact Sheet. This document provides information about the BCOT initiative; highlights outreach efforts; and provides resources to include guidance documents for community leaders and law enforcement, and the "If You See Something, Say Something" campaign.
