FCC ISSUES PRE-AUCTION CLASS-A DIGITAL FACILITY 
CONSTRUCTION 
DEADLINE PUBLIC NOTICE
The FCC Media Bureau has just released a Public Notice announcing May 29, 2015, as the Pre-Auction Licensing Deadline by which full power and Class A facilities must be licensed in order to be eligible for protection in the repacking process that will be part of the television incentive auction. 

This is not to be confused with the eventual pre-auction final qualifying date, which will only be known and set which the auction date is set.  We estimate that this affects a little less than 100 still analog Class-A facilities.
This is also not the 100+ Class-A's which the Video Division claims may not be eligible for the Incentive Auction because their Class-A status was not fixed by the date of the enactment of the Incentive Auction Act.

The following is an actual Comment submitted 
into the LPTV NPRM proceedings...

"As an LPTV CP holder we cannot proceed to invest in building out our infrastructure to serve our very small and economically disadvantaged community unless and until we have assurances of two things: 

1) reasonable certainty as to our long term channel assignment 

2) reasonable certainty that our substantial investment in infrastructure will be protected from displacement and interference for the foreseeable future. 

As a non-profit organization serving our community, it would be financially irresponsible to proceed without these reasonable assurances. Ultimately, our Community has a significant stake in the outcome of these Proceedings as our non-profit is committed to using the LPTV CP as the basis for delivering sophisticated technical training in the community which would otherwise be out of the question. 

In short, without a clear path forward to build out the LPTV infrastructure in our community, this opportunity will be irretrievably lost. Your due consideration of this impact is sincerely appreciated.
