Dear Friend,


 

In October, we celebrated the survivors of Domestic Violence and Breast Cancer, while raising awareness on how they continue to impact our community and highlighting the support that is available citywide. I would like to thank Speaker Melissa Mark-Viverito, my colleagues in the New York City Council, Commissioner Rose Pierre-Louis of the Mayor's Office to Combat Domestic Violence, and my fellow New Yorkers who helped to make NYC Go Purple Day such a success. 

 

It is important to realize that raising awareness for domestic violence isn't something that should be done on one day and then forgotten. Domestic violence is a year-round issue that deserves year-round attention. Let us further educate ourselves on how to prevent domestic violence then empower others to become UpStanders. 

 

Early detection save lives. I encourage you to get screened regularly for breast and other forms of cancer.

 

Election Day was a turning point for our state, as well as the nation. It is up to us to continue pressing on and to galvanize our community so that our collective voices can be heard.

 

I hope that you will continue to engage with my office, exchanging ideas and solutions to improve our district, city, and state.

Legislative Updates

Women's Issues Committee hearing was jointly held with the Committee on General Welfare (Chairperson Stephen Levin) and Committee on Courts and Legal Services (Chairperson Rory Lancman). Domestic Violence proposals put forward included: Oversight - Coordination of Services for Victims of Domestic Violence.

  
Int 361 - A Local Law - To amend the administrative code of the city of New York, in relation to requiring the department of homeless services to grant a presumption of eligibility for applicants to the shelter system who are exiting human resources administration domestic violence shelters or department of youth and community development runaway homeless youth shelters. 
 
Res 104 - Resolution calling upon the New York State Unified Court System to require the Integrated Domestic Violence Courts in New York City to issue regular reports on batterer intervention programs. 
 
Proposed Res 161-A - Resolution calling upon the New York State Legislature to pass and the Governor to sign A.7964-B/S.5032-B, which would require wireless telephone companies that offer shared or family plans to allow victims of domestic violence to be released from the account without penalty in instances of domestic violence. 
  
Res 429 - Resolution recognizing October as Domestic Violence Awareness Month in the City of New York.

 

Announcements & Notices
  • The new default speed limit of 25MPH on all streets, unless otherwise posted, in New York City became effective on November 7. 
  • Call 311 for an application today! You may qualify for SCRIE if you are 62 or older, household income $50K or less, live in rent regulated housing(not a private home or NYCHA), and pay 1/3 of your income for rent. You may qualify for DRIE if you are: 18 or older, receives a government disability payment, household income of $50K or less, live in rent regulated housing, and pays 1/3 of your income for rent.

  • The  City Housing Maintenance Code and State Multiple Dwelling Law requires building owners to provide heat and hot water to all tenants. Building owners are required to provide hot water 365 days per year at a constant minimum temperature of 120 degrees Fahrenheit. Between October 1st and May 31st, a period designated as "Heat Season," building owners are also required to provide tenants with heat under the following conditions: between the hours of 6:00 AM and 10:00 PM, if the outside temperature falls below 55 degrees, the inside temperature is required to be at least 68 degrees Fahrenheit; and, between the hours of 10:00 PM and 6:00 AM, if the temperature outside falls below 40 degrees, the inside temperature is required to be at least 55 degrees Fahrenheit.Tenants who are cold in their apartments should first attempt to notify the building owner, managing agent or superintendent. If heat is not restored, the tenant should call NYC311 Customer Contact Center (311 can be accessed outside of New York City by dialing (212) NEW YORK) or using 311ONLINE. For the hearing impaired, the TTY number is (212) 504-4115. The Center is open 24-hours a day, seven-days a week. (You may also file a complaint at 311ONLINE for heat and hot water conditions.)

  • FREE Housing Legal Clinic: Second Thursday of the Month 1PM - 6PM. Is your landlord suing you in landlord-tenant court? Do you have questions about repairs, rent stabilization, overcharge, or other rental apartment issues? Meet with an attorney from the Brooklyn Programs of Legal Services NYC. Benjamin Tucker was appointed as the First Deputy Commissioner of the NYPD.

On Thursday, November 13 the residents and community partners of the Raymond V. Ingersoll Houses will be honored during a ceremonial in Council Chambers for a remarkable decline in crime by 75 percent between July 1 and September 14.

Congrats to Loretta Lynch on her nomination by President Obama to be the next United States Attorney General.

I extend my sincerest condolences to the family and friends of Gus Vlahavas, owner of Tom's Restaurant in Prospect Heights, Brooklyn.
