"He Had a Grumpy Day." |
In April 2014, Justice For Our Neighbors Dallas-Fort Worth's (JFON-DFW) Staff Attorney Maria Macias opened a complicated case that "I was expecting to have to litigate in immigration court." This case was for Camila.* When arriving in the United States Camila had her "tourist visa" taken away. The reason given: the officer said she was entering the country to work not visit. He determined that because her children and husband were already in the United States and had established a family home.
After taking away Camila's tourist visa, the officer from the United States Citizenship and Immigration Services (USCIS) forced her to re-enter the United States without inspection. This frightened Camila, because she was entering illegally into the country. For the next several years Camila lived in the shadows afraid of being deported.
Finally, Camila decided to trust JFON-DFW's Attorney Maria and apply for a "green card" to work. When another officer of USCIS looked at the case, he said "He (the previous officer) must have been grumpy that day.'" The officer had not recorded the encounter with Camila.
The USCIS officer felt compelled to approve Camila's request, because of the lack of explanation from the last officer. Camila's case was approved at the lower level of USCIS.
Because of a "grumpy day," Camila and her family lived under the pressure of deportation for years until she had the courage to meet with JFON Attorney Maria.

Before 2003, USCIS was known as Immigration and Naturalization (INS) as part of the Department of Homeland Security (DHS). The Office of Immigration was established in 1891.
