County, LUT participate in Cascadia Rising earthquake exercise

Karen Wittenburg, Plans Examiner II, was fully prepared during the June 7 Cascadia Rising earthquake exercise evacuation of the Public Services Building.

Washington County Department of Land Use & Transportation employees participated in the Cascadia Rising earthquake and tsunami preparedness exercise on June 7-10.

The event simulated a four-minute, 9.0 magnitude earthquake with an epicenter located 95 miles west of Eugene at 9 AM June 7. This kind of Cascadia Subduction Zone earthquake strikes the Pacific Northwest every 250 to 1000 years and could cause catastrophic damage to roads, bridges, buildings and utilities.

Staff did a drop-cover-and-hold-on drill and evacuated their offices. Procedures for rapidly reporting on the status of employees, customers and facilities were tested. The County Emergency Operations Center (EOC) was activated for two days. The first day simulation included a power and communication outages. The second day included a simulation of the failure of Scoggins Dam.

Cascadia Rising included participants from all County departments, local, regional, tribal and state jurisdictions in Oregon, Washington, Idaho and Alaska, as well as federal government agencies such as FEMA and the Department of Defense. Lessons learned will be used to update large-scale earthquake response plans.  Media release

Road News

Roadwork and road closures - be safe in work zones:

There are road maintenance and construction projects happening throughout the County. Be sure to check www.wc-roads.com for the most current roadwork information. All paving work is weather-dependent and schedules may be adjusted due to changes in the weather or for other unforeseen circumstances.

2015-2016 paving projects conclude in coming weeks

Paving work on the last 2015-2016 paving projects is expected to be completed by June 30. Impacted roads are:

  • 119th Avenue - Between Cornell and McDaniel roads (scheduled for completion by June 17)
  • Kinnaman Road - Between Farmington Road and 184th Avenue (through end of June)
  • Miller Hill Road - Between Gassner and Farmington roads. Work is planned to get underway on Monday, June 20 and last about a week.

West Shore Drive lane closed over Scoggins Dam  

The northbound lane of West Shore Drive across Scoggins Dam is closed to all road users.  

Only southbound one-way traffic will be allowed across the dam while the U.S. Bureau of Reclamation conducts seismic testing.  

To leave Scoggins Valley Park from the west side of the lake, travelers will take West Shore Drive north to Scoggins Valley Road, and then continue south on Scoggins Valley to the park exit. 

West Shore Drive will be open in both directions from July 1-10 for the Fourth of July holiday week.

Night work continues on Tualatin-Sherwood, Roy Rogers, Hwy 99W

Night-time road work continues at several intersections along Roy Rogers Road, Tualatin-Sherwood Road and Hwy 99W in Sherwood. Work continues between 8 p.m. and 5:30 a.m. weekdays. It expected to be finished by June 25.

Traffic restrictions on Imbrie Drive, Cornelius Pass expected June 23-28

Eastbound Imbrie Drive at Cornelius Pass Road and the northbound left-turn lane from Cornelius Pass Road onto Imbrie are expected to be closed from 9 p.m. June 23 through 9 a.m. June 28 as part of the Cornelius Pass Road widening project.

Traffic on Cornelius Pass may also be limited to one lane in each direction between 9 a.m. and 3:30 p.m. Motorists should expect delays and are encouraged to use alternate routes, including the suggested detours (see map at right):

  • Eastbound Imbrie to Cornelius Pass: East on Evergreen Parkway to Cornelius Pass.
  • Northbound Cornelius Pass to Imbrie: West on Evergreen Parkway to Imbrie.

The southbound right-turn lane on Cornelius Pass at Imbrie will remain open. All business entrances along Imbrie will be accessible. The Fred Meyer retail complex and the Cornelius Pass Roadhouse & Imbrie Hall will also be accessible via their entrances on Cornelius Pass Road.

Sidewalks on Imbrie will remain open, though the south side sidewalk may be temporarily rerouted during a storm sewer installation. The west side sidewalk on Cornelius Pass, and the crosswalk across Imbrie will remain open, as will the southbound bicycle lane.

Symposium explores climate change-driven migration to NW 

Winds of Change, a free symposium exploring climate change-driven migration and related impacts in the Pacific Northwest, will be held 9 a.m.-12:30 p.m. on June 24 at  Ecotrust, 721 NW 9th Ave.  

Climate change is expected to have significant impacts on Pacific Northwest communities and natural systems. Sponsored by Washington County Departments of Land Use & Transportation and Health & Human Services and others, this event will convene experts in climate science, population dynamics and public management to discuss climate change-driven migration and public planning.

This information is provided as a courtesy only. Developers are required to hold Neighborhood Meetings prior to submitting certain land use applications to Washington County. A developer may also choose to hold such a meeting voluntarily if it is not required by county code. These meetings are intended to serve as a forum for the developer, affected CPOs (Citizen Participation Organizations), and property owners within the required notification buffer (500 feet in urban areas; 1,000 feet in rural areas) to discuss the proposal prior to the developer submitting an application to the county.
