Book Review - "Fixing Broken Windows"

Part 1 - Crime in Our Community
 
"Fi x ing Broken Windows" uses the image of broken windows to explain how neighborhoods might decay into disorder and even crime if no one attends faithfully to t heir property maintenance. It uses an example of a neighborhood that contains both businesses and residential homes, but the basic principle can be applied to our neighborhood as well.  The premise is this: if an office window is broken, then a passersby observing it will conclude that no one cares or no one is in charge. In time, a few will begin throwing rocks to break more windows. Soon all the windows will be broken, and now a passersby will think that, not only is no one in charge of the building, no one is in charge of the street on which it faces. Only the young, the criminal, or the foolhardy have any business on an unprotected avenue, and so more and more citizens will abandon the street to those they assume prowl it. Small disorders lead to larger and larger ones, and perhaps even to crime. Soon, many buildings will have broken windows, squatters may find the buildings a good place for shelter, trash accumulates, and soon the area is a place to dump trash and abandon automobiles.

What can be learned from this simple theory? Appearance does matter! A simple 'broken window,' or a lack of property maintenance in our case, can begin to decay an entire neighborhood and property values.
 
 
 
Village Ambassadors Needed
 
There are 19 villages in the Villages of Westcreek. We have new residents moving in all the time and our association would like to give them a personal 'Welcome to the Neighborhood!' We want our new residents to understand that we value and encourage their participation in the community. It is the neighborly thing to do, and it provides an opportunity for developing new friendships or just getting to know your neighbors!
 
We are looking for volunteers to take on the role as an Ambassador for each of the 19 villages. As new residents move into our villages, the association would notify the Ambassador for that village. The Ambassador would work with other members of their village who would like to help in welcoming their new residents. By greeting our new residents face to face, it gives us an opportunity to provide information and answer any questions that they may have. Many residents have questions about local gyms, doctors, veterinary services for pets, lawn care...the list is endless.
 
The first step is find Ambassadors that are willing to help build a team in their village to welcome new residents! You don't have to do all the work, you just have to be willing to help build a team! Please consider helping in welcoming our new residents! If you would like to be an Ambassador or even just a member of the team, please send an email to [email protected] .
 
Flag Day 
Image of American Flag Each year on June 14th, Americans celebrate and show their respect for our flag, its designers and makers.  The flag is a symbol of our independence and unity as a nation. Our flag was at the lead of every battle fought by Americans. Many people have made the ultimate sacrifice of protecting it.

We encourage all residents to demonstrate their pride of our culture, nation and flag by flying the flag on Tuesday, June 14th, and every day!
 Lemonade Day  Villages of Westcreek
 

It is
  a   great pleasure to invite all of our children in the Villages of Westcreek to partici pate in Lemonade Day held on June 18, 2016, at the Community Center Overflow Parking Lot from 10:00 A.M. - 1:00 P.M.  This event is designed to inspire kids to work hard, and to teach our children to spend some, save some, and share some by giving back to their community. Participants may only receive donations for their lemonade.

Children wishing to participate in this event need to register at the Community Center office by close of business on June 16, 2016.  Rules will be made available when you register.  Official Judges will award honors in several categories.

The Sports Park is for the enjoyment of all residents and their guests.  In the best interest of the residents and the Association, these rules may be amended by the Board of Directors, at any time.  Suggestions, complaints or compliments may be addressed to the Community Manager 210-679-8761.  Anyone witnessing any damage to our facilities are encouraged to identify those responsible and immediately notify the appropriate law enforcement officials.  For other violations, please call the Community Center's office at 210-679-8761 or the appropriate law enforcement officials.

In accordance with Article III of the Declaration of Covenants, Conditions and Restrictions of the VWOA and Title 11, Chapters 209.006 and 209.007 of the Texas Property Code, the rules are established for the resident's use of the common areas within the Villages of Westcreek. Any resident or non-resident guest causing property damage or engaging in disorderly conduct (including but not limited to public intoxication, drug abuse, indecent exposure, public acts of a sexual nature, civil disobedience, use of profanity, physical or verbal threats to others, or inappropriate sexual conversations with children), the Board of Directors may suspend the use of all VWOA common areas to the resident's family up to 60 days and if applicable, charge the homeowner for property damage.  The term 'residents' applies only to homeowners, renters and lessees.  The term 'guests' applies only to non-residents.

Note:  Residents that sponsors children under age 12 and/or guests are fully responsible for their behavior and must remain with them until they all leave the park.

Reporting Problems in Common Areas and Reside ntial Properties

Common Areas 
The VWOA Maintenance Department is responsible for the maintenance and repair of all Common Areas to include the Sports Park, Community Center, Pools, Village Monuments, turf areas on main roads (Military Drive West, Westcreek Oaks, Westcreek View, Grosenbacher, and Talley Road) and certain green belts within Westcreek.  If you see a problem in these areas that needs our attention, please contact the VWOA Office during normal business hours at 210-679-8761 or you can send an email to [email protected].  If you have pictures, please include them in your communications with the Maintenance Department.
 
If it is an Emergency that cannot wait until normal business hours, such as a broken sprinkler head, you can call the after-hours number at 210-854-9282.   Please describe the specific problem and location.

Residential Properties 
The VWOA Standards Department is responsible for monitoring all residential properties within the Association to ensure that they are in compliance with the CC&Rs and Standards.  If you see a property that you feel may not be in compliance with the CC&Rs or Standards, please contact the VWOA Office at 210-679-8761 or send an email to
[email protected] .  You will need to provide the property address and a description of the alleged violation of the CC&Rs and/or Standards.  If you have pictures please include them in your communications with the Standards Department.  Please note that the information you provide will be kept confidential. Both of these Departments work hard to assure these areas are well maintained as part of our mission to help preserve property values and beauty of the Villages of Westcreek.
 
Tot Lot Improvements
The VWOA is currently adding a basketball court for young children in the Tot Lot. The area is located behind the swing set and is cordoned off by construction safety fencing. Please stay away from the area, as this is an active construction site. We look forward to this new addition for the young children of our community.
 
Reminders
Fa rmers Market

The VWOA is hosting a Farmers Market b eginning at 9:00 A.M. every Thur sday May-September. The market will be located in the overflow parking lot adjacent to the Community Center.  They accept WIC, Senior FMNP Vouchers and Credit Cards. Drop by and support our local farmers!

We ne ed your help in connecting with all residents in the Villages of Westcreek.  Talk to your neighbors about signing up for "This Week in Westcreek," the "Westcreek Times" and alerts/notifications sent out to the community by the VWOA.  Encourage them to visit our website at www.villagesofwestcreek.com and register their email to receive these electronic communications.
 
2016 Assessments
The assessments for 2016 are $360.00 for the year or $90.00 quarterly. If you pay quarterly, please remember the due dates are January 1, April 1, July 1 and October 1, 2016. Finance charges are applied on past due assessments.

IMPORTANT:   All residents 12 and older must have a current VWOA ID card in order to access the pool and park and attend VWOA events.
 
Updating Your Villages of Westcreek ID Cards
Are you short on time and have trouble getting to us during our normal office hours?  Along with our regular scheduled hours during the week, our office remains open every Monday from 9:00 A.M. until 6:00 P.M. If, for whatever reason, you may not have the chance to update your ID cards, you may drop them off in an envelope at our drop box at the office.  We will gladly update your cards (assessments must be up to date) and mail them back to you.  Please remove any lanyards from them prior to drop off.  In addition to our normal business hours, the office is open on the second Saturday of each month starting June 11, 2016 from 9:00 A.M. - 1:00 P.M.
 
Payment Options
The VWOA office accepts homeowner's checks, credit cards, cash and money orders. If you cannot get to the office during office hours, or do not live in VWOA, you can now pay your assessments online at www.villagesofwestcreek.com.  In addition, you may wish to set it up with your bank as a bill pay; the bank will mail a check directly to us. Please use your house number and street name as your VWOA account number. Homeowners can also mail their check personally to us. Please send payments to VWOA, 12395 Military Dr. W., San Antonio, TX 78253. VWOA does not accept checks from non-homeowners. At this time we cannot accept payments over the phone. Please note that the P.O. Box is closed.  Payments can also be made via Pay Pal using our Pay Pal link on our website at www.villagesofwestcreek.com.

Facility Rental
T he Community Center, Pools and Sports Park Pavilion are available to rent for your next event. The facilities can be booked up to 6 months in advance. The office is now accepting reservations through November 2016.  For more information, please visit our website www.villagesofwestcreek.com, or contact the office at 210-679-8761.

Water Conservation
Year-Round watering restrictions (listed below) may be declared when the Edwards Aquifer level is above 660 feet meaning sea level at the monitored well. These rules continue until there is an announcement in the newspaper that Stage 1 is in effect and/or conditions warrant a more stringent restriction level.
  • Under Year-Round guidelines, all fountains - whether commercial or residential, or indoor or outdoor - are allowed.
  • Landscape watering with an irrigation system or sprinkler is permitted any day of the week before 11:00 A.M. or after 7:00 P.M.  Please visit www.saws.org website for more information.

VWOA Standards Tips

Retaining walls require ARC approval by submitting a PIA to include the materials, color, height as measured from ground level and a copy of the Plat/Lot Survey showing the proposed location. None may be placed on a utility easement as shown on the Plat/Lot Survey. Walls that are
  1. four (4') feet or less in height do not require a permit unless the wall supports a surcharge; and
  2. greater than four (4') feet in height (with or without a surcharge) requires a permit.
The height is determined by a measurement from the bottom of the footing to the top of the wall.

Property Improvements Applications (PIA) 
  • Lessees/renters must obtain written permission from the owner and submit it with the PIA.  
     
  •  If you have submitted a PIA for review and you need to speak with the ARC Committee, arrangements must be made with the Standards Department in order to place you on the Committee's agenda.  Please call the office at 210-679-8761 and ask to speak with the Standard's Department to make these arrangements.
Public Safety Tip
Heat stroke is the most serious heat-related illness. It occurs when the body becomes unable to control its temperature: the body's temperature rises rapidly, the sweating mechanism fails, and the body is unable to cool down. When heat stroke occurs, the body temperature can rise to 106°F or higher within 10 to 15 minutes. Heat stroke can cause death or permanent disability if emergency treatment is not given.

Symptoms of heat stroke include:
  • Confusion, altered mental status, slurred speech
  • Loss of consciousness (coma)
  • Hot, dry skin or profuse sweating
  • Seizures
  • Very high body temperature
  • Fatal if treatment delayed
First Aid
Take the following steps to treat the individual  with heat stroke:
  • Call 911 for emergency medical care.
  • Stay with individual until emergency medical services arrive.
  • Move the individual to a shaded, cool area and remove outer clothing.
  • Cool the individual quickly with a cold water or ice bath if possible; wet the skin, place cold wet cloths on skin, or soak clothing with cool water.
  • Circulate the air around the individual to speed cooling.
  • Place cold wet cloths or ice on head, neck, armpits, and groin; or soak the clothing with cool water.
 
On June 12, 2016 ~ 8:00 p.m.~ Talley Road near Westcreek View ~ Man was walking down Talley Rd just past Westcreek View heading home, when he heard something high-powered hit the fence and him two to three times, hard enough to leave some bruises.  Suspect was young man (late teens to early twenties) driving a small maroon or burgundy car.  He turned onto Westcreek View from Talley. He was using some type of airgun or something.  A police report was filed.

  • Please remember to be observant in your neighborhood. Report any suspicious activities or persons to the Bexar County Sheriff's office at 210-335-6000.
  • If you see graffiti or vandalism in the Villages of Westcreek, please report it to the office at 210-679-8761.
