What's Next for the Old Precinct Building on 4th Avenue and 43rd Street?
|
The
School Construction Authority made a presentation to the Board and to
Community Education Council 15 about the potential reuse of the 130-year-old former police precinct building site at 4302 4th Avenue as an elementary school for about 300 students. The building has been derelict for more than four decades.
The presentation was not a building plan, but a conversation on whether the city should attempt to purchase the building (and the adjacent vacant lot) from private owners. If the site is purchased, SCA would return to the Board with a building plan.
There are 2000 seats planned in the current five-year capital budget for School District 15, but finding appropriate sites has been difficult.
The site, less than 13,000 square feet, is less than the ideal size for school construction, but it is being considered because of a lack of available locations within the community. CB 7 included the site on a list of 30 potential locations to be considered which was sent to the
Department of Education earlier this year.
The location is a complicated site because the building is landmarked and all plans would need to be approved by the Landmarks Preservation Commission. It is currently unknown if the building can be saved and adapted or if it would need to come down if the site is approved. SCA stated they were sensitive to the community's affection for the current building and have done designs in the past that take unique features into account.
Many of the schools within School District 15 are severely overcrowded with
PS 94 and
PS 169 hundreds of seats over capacity. In the recent past, CB 7 has helped find sites for
Sunset Park High School,
PS 516, PS/IS 437,
PS 971 (
District 20) and a new school planned for 3rd Avenue and 60th Street.

Share Your Opinions on the Mayor's Streetcar Proposal
|
The proposed streetcar would stretch along the waterfront from Sunset Park to Astoria, Queens. It will not be completed until at least 2024 and decisions have yet to be made about the route, price, transfers and a host of other issues, including financing. This workshop is your first opportunity to weigh in.
The Community Board has has not taken a position on the BQX proposal.

- CB 7's Parks Committee has approved the design for new adult fitness equipment for Sunset Park between the basketball courts and the children's spray fountain. The full Board will vote tonight.
- Fifth Avenue Committee has informed the Board that they do not expect to certify their land use application to rebuild the Sunset Park Library with affordable housing above until August. This will allow the Board to hold meetings in September or October rather than over the summer on the issue.
