DMMC Welcomes New Wheaton Manager, Michael Dzugan
 
Following the retirement of longtime Wheaton City Manager Donald Rose, the City has proudly appointed Michael Dzugan as the new City Manager. Mr. Dzugan is a familiar face around City Hall and the City Manager's office as he has served as the Assistant City Manager for 25 years.
 
Mr. Dzugan brings 32 years of municipal experience to the position. Prior to his role as City Manager and Assistant City Manager with Wheaton, Mr. Dzugan served seven years as the Assistant City Manager with the City of Crystal Lake. His educational background includes a Master's in Public Administration from Northern Illinois University. Outside his duties as City Manager, Mr. Dzugan has served for many years on the Board of Directors for the DuPage Credit Union. We welcome Mr. Dzugan and look forward to working with him!
2016 Annual Dinner & Recognition Ceremony

On May 20 over 100 members, Corporate Partners, and guests attended the 2016 DMMC Annual Dinner and Recognition Ceremony.  Outgoing DMMC President and Roselle Mayor Gayle Smolinski turned the gavel over to Warrenville Mayor David Brummel.  Mayor Brummel took over the Conference Presidency on June 1, 2016, assisted by Vice President Richard Veenstra, Mayor of Addison.  The outgoing members of the 2015-2016 Board of Directors were recognized for their dedication and service while the incoming members of the 2016-2017 Board of Directors were welcomed.

Intergovernmental Cooperation Award Winners
 
Each year, the Conference presents the Intergovernmental Cooperation Award to a person or organization whose collaborative work has made a significant difference to Conference members. This year, after much deliberation, the Conference Board of Directors determined that it couldn't pick one winner. Rather, the Board of Directors selected three deserving winners! Congratulations to the Northern Illinois Municipal Natural Gas Franchise Consortium, West Suburban Fire and Rescue Alliance, and DuPage County Division of Transportation for being named recipients of the Intergovernmental Cooperation Award.
 
The Northern Illinois Municipal Natural Gas Franchise Consortium was initiated by DMMC and Northwest Municipal Conference in 2007 and has been administered by DMMC since that time. The Consortium spent countless hours analyzing contract language and negotiating with Nicor in order to modernize the gas franchise used by many municipalities, which hadn't been updated in 50 years. Because of the tenacity of the municipalities who stuck with the Consortium for nearly 10 years and the tireless efforts of the Consortium's Negotiations Team, this long project was successfully completed at the beginning of this year. The new franchise will benefit all municipalities in the Nicor service area for years to come. Burr Ridge Village Administrator and Consortium Chair Steve Stricker accepted the award on behalf of the Consortium.
 
The West Suburban Fire and Rescue Alliance is a collaboration of fire districts and departments that has been active since February of 2012. Going beyond a mutual aid system, the members of the Alliance work together on a day-to-day basis to improve the service offered to their residents and to respond to emergency calls with the necessary personnel as quickly as possible. Alliance members share training and other components of their operations to increase efficiencies for all. The Alliance has grown to include six jurisdictions and serves as a model of cooperation in our region and beyond. Wheaton Fire Chief Bill Schultz accepted the award on behalf of the Alliance.
 
The DuPage County Division of Transportation also won for its collaborative salt procurement program. Buying road salt to keep streets safe through the winter is an essential but largely routine function of local governments. A few years ago this changed. A harsh 2013-2014 winter, rising salt prices, and problems with the state's salt purchase program to secure salt supplies created concerns for many municipalities. Fortunately, DuPage County stepped up to initiate a solution. The County conducted its own salt bid each year and had opened the purchasing options to townships. Working through DuPage County Engineer and Director of Transportation Chris Snyder, the program was expanded to allow DuPage municipalities to purchase through the County's contract. This led to significantly lower prices and an assurance of adequate amounts of salt for several municipalities. Fortunately, the program will be continued this year and even more cities and villages are set to take advantage of the opportunity. Jim Healy, DuPage County Board Member, Chair of the County Public Works Committee, and Vice Chair of the County Transportation Committee, accepted the award on behalf of the DuPage County Division of Transportation.

On May 3-4, representatives from 17 member municipalities participated in the Conference's annual Springfield Drive Down.  On the first day, members heard an informative presentation by guest speaker IML Executive Director Brad Cole before heading over to the Capitol to speak with legislators about issues of importance to municipalities and their residents.  They then returned to the Wyndham Springfield City Centre for a legislative reception and dinner co-hosted with the Metro West Council of Government where municipal officials networked with legislators and Lieutenant Governor Evelyn Sanguinetti addressed the group. 
 
The following morning, after a networking breakfast with the Lake County Municipal League and while other members met with legislators, the mayors met with Governor Rauner and held a press conference with the Metro West Council of Government, Southwest Conference of Mayors, and West Central Municipal Conference, calling attention to several key issues including the need to make state-collected local funds continuing appropriations.  The Drive Down ended with a networking lunch with the Southwest Conference of Mayors.  The Conference thanks the legislators and state officials who met with our members and attended our events.

Mayors and Elected Officials Attend Conference Workshop
 
On April 16, mayors and other elected officials attended a workshop held by the Conference.  The beautiful, sunny morning began with networking and coffee.  Conference lobbyist Jay Keller provided an update on legislative activity in Springfield and expectations for the remainder of session.  Lissa Druss Christman from the Conference's Public Relations consultant, Serafin and Associates, then shared informative media strategies and tips for communicating with the press.  Thank you to all who participated in the workshop.    
New Hotel Business for DuPage County Communities through DuPage CVB Grant Program
 
Local communities and hotels are now eligible to participate in a grant program from the DuPage Convention and Visitors Bureau to secure group business for their respective hotels, which in turn generates significant tax revenues for the communities of DuPage County.
 
The DuPage Convention and Visitors Bureau (DuPage CVB) launched this new pilot grant program  at the first of the year, which has secured 4,500 new group room nights and an additional $1,008,000 in direct revenues to date. The DuPage CVB's program provides funding from DuPage County, DuPage CVB and participating communities to support their local member hotels by creating incentives which help hotels compete for group business.

Shaping the Future of Transit in DuPage County - A Discussion Forum

On Friday, May 27, a number of local community development leaders from around the DuPage region converged at Oak Brook Village Hall to participate in an interactive forum to present and discuss the current state and future of transit in DuPage County. With the demand for transportation options increasing, the rise of ride-sharing services, and a future that could include self-driving cars, this forum served as an initial effort to ensure the DuPage region is at the forefront of planning for evolving transportation trends. The discussion panel included representation from a variety of transportation and planning agencies including the Metropolitan Planning Council (MPC), Chicago Metropolitan Agency for Planning (CMAP), DuPage County Division of Transportation, Pace Bus, and Lyft. The presentations by these agencies were followed by a productive and interesting discussion. Points from the discussion will be summarized and presented in an upcoming white paper that will be distributed to DMMC members.
Forest Preserve District Pedestrian Bridge in Hanover Park Will Enable Critical Trail Connection
 
The Forest Preserve District of DuPage County will soon break ground on a pedestrian bridge over County Farm Road in Hanover Park that will connect the Mallard Lake and Hawk Hollow forest preserves. A new one-mile trail at Mallard Lake will connect the bridge to existing trails at the preserve, enabling bicyclists and pedestrians easy access to the 35-mile North Central DuPage Regional Trail. The District plans to temporarily close sections of existing trails at both preserves during construction, which is expected to be completed in summer 2017. The project is funded by multiple sources, including: $1.98 million in federal funding through the DuPage Council's Surface Transportation Program (STP); $500,000 from DuPage County; a $1 million grant through the Illinois Department of Commerce and Economic Opportunity; and $1.28 million in state funding through the Illinois Transportation Enhancement Program. Highway Safety Improvement Program - Call for Projects
 
A call for projects for the federal Highway Safety Improvement Program (HSIP) is currently open. The HSIP is a core federal-aid funding program with the purpose of reducing traffic fatalities and serious injuries on public roads. Projects funded through the program work to improve a location or feature, or address a highway safety need that is contributing to severe crashes on the roadway. Due to limited funds, low cost safety improvements are encouraged. Eligible projects include adding shoulders, rumble strips, and/or stripes; enhancing safety performance of curves; improving or enhancing signage and pavement markings at intersections; improving signal timing at intersections; removing trees within the clear zone; upgrading guardrail and associated end terminals; and installing items to address pedestrian safety. Projects should be ready to utilize funds in state FY 17. The federal match is 90/10 and all phases are eligible. Applications are due June 15, 2016. For further information, please click here.
Illinois Transportation Enhancement Program - Call for Projects

IDOT has issued a call for projects for the Illinois Transportation Enhancement Program (ITEP). Approximately $29 million is available to distribute towards local projects that seek to enhance the transportation experience through improved cultural, historic, aesthetic, and/or environmental aspects of transportation infrastructure. SUBURBAN PURCHASING COOPERATIVE UPDATES
SPC Extends Chevrolet Tahoe Contract

The Suburban Purchasing Cooperative (SPC) Governing Board is pleased to announce that the second of three possible one-year contract extensions on the 2016 Chevrolet Tahoe Police Patrol Vehicle Package (SPC Contract #147) has been awarded to Currie Motors of Forest Park. The standard base priced vehicle remains the same ($32,933.49) over the course of the contract extension. General Motors has not yet begun production on 2017 model year vehicles, but SPC staff has requested that they agree to a contract rollover for the 2017's. SPC Granted Ford F350 Contract Extension

 

Landmark Ford of Springfield has joined Currie Motors in accepting the SPC Governing Board's request to award final contract extensions on the redesigned 2017 SPC Ford Super Duty Truck. SPC Contract #144 for the Ford F350XL 4x2 Chassis Cab runs through April 30, 2017 and contains a 4% increase, from $22,213 to $23,102. Call One Announces Rate Increase

The SPC Governing Board had agreed to extend the SPC Telecommunications Services Vendor for Term program (SPC Contract #137) for the second of four (4) possible one-year contract extensions, from April 1, 2016 through March 31, 2017. SPC staff reported that, although there was no rate increase at that time, Call One informed the SPC that ongoing rate negotiations with AT&T might result in price increases. Call One agreed to provide notice to the SPC membership prior to any increase taking effect.

On April 14, Call One Executive Vice President of Sales & Marketing Derrick Havis sent notification to SPC staff via FedEx of the following increases to SPC contract participants for monthly recurring POTS (Plain Old Telephone Service) line charges and usage rates:

In the interim, SPC staff worked with Call One to clarify how these rate changes will impact each SPC contract participant. So far, they have been successful in negotiating a 30-day delay for the implementation date for monthly recurring POTS Line recurring charges, which were initially announced for May 15, but have now been pushed back to June 15, as indicated above.
