Spring Training Summary

Successfully Managing Your Housing Portfolio was the topic of our spring training seminar held on April 19th. Beth Hodges covered a variety of topics including property management, fair housing issues, and case studies. 71% of attendees were very satisfied with the overall program. One attendee commented, "One of the best informative training sessions", while another stated, "Speaker was amazing."

Scholarship
You can Make a Difference in a Student's Future!

Wisconsin Council for Affordable and Rural Housing (WI-CARH) is accepting applications for its 2016 scholarship. WI-CARH proudly began its scholarship program in 2007 to promote education and expand opportunities for residents of affordable housing in Wisconsin. A $1000 scholarship is awarded annually to a graduating high school senior or adult wishing to further their education. Eligible applicants can use the scholarship at any two (2) year or higher accredited public or private school in the State of Wisconsin which offers an associate or undergraduate degree.
 
Applicants are judged on academic achievements, work performance, and career goals. Extracurricular school and community activities and achievements will also be considered. This scholarship award is open to any qualified tenant or resident family member living at a WI-CARH member's property or resides in a Wisconsin property which is part of a USDA Rural Development program.

Unnumbered Letter on Reallocation of Unused Rental Assistance

CARH'S BROADCAST E-MAIL - Regulatory Alert  

On May 24, 2016, Rural Development (RD) issued an Unnumbered Letter which allows state RD offices to reallocate unused Rental Assistance (RA) within their states without approval from the national office, reversing a policy in place since 2013 that required state offices to return unused RA to the national office to be recaptured. As members know, CARH has consistently encouraged RD to change the policy from 2013, and the new policy announced in the Unnumbered Letter supports CARH's position.

According to the Unnumbered Letter, unused RA is RA that has not been used in the last six months in Section 515 properties and the last 12 months in Section 514 properties. This change in policy now means state offices will be authorized to transfer unused RA to preservation and other priorities within each state. This policy will be in effect on a trial basis for one year. Before the trial period expires, RD will determine whether to extend it.

Unused RA does not include RA for properties with mortgages that have matured through normal payments or have been terminated by prepayment or foreclosure. RA for such properties will continue to be recaptured by the national office.

Improving FHA Financing: MAP Guide Updates and MIP Fee Reduction

The last time the U.S. Department of Housing and Urban Development (HUD)/Federal Housing Administration (FHA) updated its Multifamily Accelerated Processing (MAP) Guide in 2011, it consolidated all of its program changes and guidance into one document with the ultimate goal of reducing application processing time while appropriately balancing risk to the FHA mortgage insurance portfolio. With its 2016 MAP Guide update just released, HUD hopes to build on that progress as part of its continued efforts to improve and streamline underwriting standards for FHA-insured loans, bring FHA programs to industry standards, promote the development and preservation of affordable housing and further reduce processing time.

WI-CARH is happy to announce that April Forer has accepted the position of Executive Assistant for WI-CARH beginning April 2016.  For those of you attending the spring training session in Madison, you have already met April. 
 
April comes to WI-CARH with a diversified background in marketing, editing and managing multiple projects on an ongoing basis.  April lives with her family (3 children) and husband, Josh, in Cottage Grove, Wisconsin and is active in her community.  Please contact April for any of your WI-CARH questions or needs and welcome her to her new position.
