City Announces Villa Ave. Paving Project
IMPORTANT NOTICE!   PLEASE READ CAREFULLY
 
VILLA AVE. PAVING PROJECT ANNOUNCEMENT
 
Scope of Project - from Adams Rd. to Columbia Ave.
 
CI Contracting, Inc. has been awarded the contract to perform sewer system improvements, and install new pavement, on the above street.  Following is a description of what is proposed:
 
The entire City sewer system is being replaced.  The new sewers will generally be larger and deeper than the existing system.  New sewer laterals will be installed to about 70% of the houses on Villa Ave. where they do not meet current standards.  Those that are eligible for a new sewer lateral will be receiving separate notice about an upcoming public hearing via US Mail.  Also, where applicable, homeowners can voluntarily enter into a contract to get their water service replaced at their own expense.  (More additional information can be found below.)  Once all underground work is complete, the remainder of the street and drive approaches will be completely removed.  A new concrete street will be installed, followed by new concrete drive approaches.  Sidewalks will remain as is, except where damaged for sewer, water, or gas service connections.  After all concrete work is complete, lawn areas between the sidewalk and curb will be repaired with new sod. 
 
Consumers Energy has completed the majority of the work needed to renew the gas distribution system.  We will work with them to determine which sidewalk sections can be repaired by them, and which should remain as gravel since some areas will have to be dug up again for sewer work. 
 
CI has indicated that they would like to start this job the week of June 13, with an estimated completion date in late October of this year. 
 
During the underground phase of the project, access to driveways will generally be available, except when excavation is occurring in the immediate area of your driveway.  When this is occurring, City staff, or the contractor's staff will be nearby to assist.  During the paving phase, access to all driveways will have to be closed.  There will be a two to three week period during road preparation and paving, when access to both the road and your driveway will be impossible.
 
Once the street is strong enough to drive on, you will be allowed to park in front of your home in the evening, as long as it is moved again the next morning by 7 AM.  We will work with the contractor to schedule the drive approach installation as soon as possible after the road is paved so that the time you are restricted from using your driveway is kept to a minimum. 
 
Parking will be allowed on adjacent streets when your driveway is not accessible.  If you have health or disability issues that make these conditions difficult, please contact our office at the number below so that special considerations can be made where necessary.
 
Upon completion of the paving, all lawn areas between the sidewalk and the curb will be graded, and sod will be installed.  All property owners in the project area with special treatments on City property, such as underground sprinklers, brick pavers, ornamental stonework, flowers, railroad ties, or other landscaping treatments need to be aware that if those items are in the way of work being performed by the contractor, the City will not be responsible in the event of damage to these features.  The contractor will be asked to use all due care in these areas, but if they are directly in the area where work must be performed, they will not be repaired as a part of the project.  Additionally, contractors may accidentally damage or destroy the above described in the right-of-way in general, which the City will not be held responsible for.  If you are concerned about these items, you are encouraged to remove them in advance of construction if possible.
 
Neither the City nor the Contractor is responsible for damage to a sprinkler system.  To reduce the chance for damage, we would appreciate if you would mark the location of any sprinkler systems along the "house" side of the sidewalk.  We recommend that the sprinkler systems be disconnected and turned off in the front of your house until the contractor has completed his work.  Disconnection will help prevent damage and the inadvertent loss of water.  This is the responsibility of each homeowner.   
 
If you currently have a ¾" copper service, a separate letter and voluntary agreement is attached to this letter.  If you are interested in the additional work described, but have questions, feel free to call our office for a clarification.
 
During construction, the City Inspector and contractor foreman will be on site to respond to your immediate concerns. (i.e., dust, mud, entering and exiting streets and driveways)  Most isolated instances are resolved by our "field" personnel.  They should be dressed in an orange vest, or you may ask others on the job site for the inspector.  Should larger issues arise, feel free to call the Engineering Department at 248-530-1850.
