OPEN INTERNET REGULATORY UPDATE
Protecting and Promoting the Open Internet
In our May 28th Partner Newsletter, we provided an overview of the FCC's Notice of Proposed Rulemaking (NPRM),  "Protecting and Promoting the Open Internet". Following that overview, additional regulatory actions have been in process.

COMPTEL, the competitive communications association, will argue in the FCC Open Internet proceeding for return to (Title II) Common Carrier regulation on the Internet Transport Component of Internet Access Service. This argument is based on the reclassification of Internet Transport under Section 706 in the 2000's, which has failed to keep the Internet truly open and free. COMPTEL will cite recent Internet Transport disputes including Comcast/Netflix, Verizon/Netflix; Comcast/Level 3 and Cogent, among others.  Absent Title II regulations, large Internet access providers have ample leverage and profit motive to extract tolls, creating uncertainty and jeopardizing investments in the Internet transport, edge service and content sectors.

Office Relocation

  • A business office relocating outside of their current rate center wishes to retain their original telephone numbers.
  • An office closed due to a business disruption, for which the original telephone number will be routed to a new facility.
  •  The new location must reside in the same local calling area as the original facility location.

Market Expansion

  •  Allows businesses to advertise a local telephone number that is different than their physical presence.
  •  The Market Expansion VTN can provide outbound calling, without long distance charges, into the local calling area(s) of the target market.
  • E911 is configured to the circuit installation.

Phone System Centralization

  •  Perfect complement to IP-based phone systems that can redirect phone calls to multiple physical locations within the customer network.
  • Helps reduce equipment costs and administrative overhead through centralization of the phone system.
  • Uses Telecom One facilities (MPLS or Point-to-Point) to connect to remote sites.
  • E911 is configured to physical location of the user.
