Citizen Lobbyists Collar Idaho Lawmakers on Health Care, Bullying and Taxes

BOISE - After a quick Statehouse breakfast, citizen lobbyists received a quick debriefing on the Feb. 17 training, sponsored by ACLU of Idaho, United Action of Idaho and the Safe Schools Coalition. Then, the citizens took to the hallways in search of their representatives. Boise Republican Sen. Chuck Winder was one of the first legislators to be encountered by the group, some of whom wanted to quiz the GOP lawmaker on bullying and LGBT rights.The citizens included a number of Borah High School students, who said they wanted to talk with Winder about bullying against LGBT students in Idaho schools. "I believe being homosexual is a choice," Winder told the group. "There is a difference between bullying and discrimination." Winder was quick to say he wasn't homophobic but told the students, some of whom told Winder that they were gay, that he didn't believe there was a discrimination issue against the LGBT community.

Boise Man Accused of Posting Craigslist Ad Offering Toddler for Sex Indicted on 23 Federal Charges

BOISE - Jason Lloyd Schaber was supposed to begin a jury trial in Ada County next week on felony charges of lewd conduct and sexual exploitation of a child after being accused of posting an ad on Craigslist offering a toddler for sex last summer. That trial was cancelled and charges were dropped Thursday, the day after a federal grand jury indicted Schaber on 23 child porn related charges. An arraignment date for the 39-year-old Schaber in federal court has not yet been set, but should happen sometime this month. If he pleads not guilty, a new trial in federal court will be set for later this year.

Sheriff: 34-year-old Caldwell Man Shot By Wife Last Week Has Died

CALDWELL -  Paige Ann Ireland is set to have a preliminary hearing Wednesday on charges of felony aggravated battery and use of a deadly weapon after she admitted to police she shot husband Samuel "Buford" Ireland, 34, during a domestic dispute on Feb. 10. Those charges could change. Samuel Ireland died over the weekend while being treated at a Utah hospital, Canyon County Sheriff's officials said Tuesday. Canyon County Prosecutor Bryan Taylor and Sheriff Kieran Donahue met to discuss the case but had not made any decisions on whether to change the charges filed against Paige Ireland as of noon Tuesday. Taylor said Tuesday his investigators are waiting for the results of medical reports before making any decisions.The 41-year-old Paige Ireland told detectives that she was using the weapon as a tactic so she could leave the house, according to court records obtained by the Idaho Statesman. Paige Ireland told investigators that she and her husband were arguing the afternoon of Feb. 10 and that she decided to leave the house. She said she was packing some of her belongings, but her husband kept yelling at her, so she grabbed her hunting rifle.

Boise Police Arrest Two in Prostitution, Robbery Case

BOISE - Kaylan Marie Rosa Speers and Fernando Jose Santos are being held in the Ada County Jail on felony robbery charges after Boise police say they were involved in the hold up of a man seeking "seeking illegal prostitution services" Thursday morning. The report of the robbery, near the Red Lion Downtowner Hotel near 18th and Main Street, was called into Ada County dispatchers just after 3 a.m. Boise police spokeswoman Lynn Hightower said earlier Thursday the robbery did not appear to be a random act. Police released little other information about the case by Thursday afternoon but did confirm the 25-year-old Speers and 33-year-old Santos, both from Boise, went from "people of interest" to being charged with robbery around 11 a.m. Police won't say how they suspect the duo robbed the man, what was taken from him, or if Speers or Santos used a weapon. Police also won't say where the robbery occurred - whether it happened in car or on foot or in a room, citing the ongoing nature of the investigation.

Southeast Boise Woman's Death Ruled Homicide; Husband Charged with First-Degree Murder

BOISE - Boise police have charged 62-year-old Bruce Macomb with first-degree murder in connection with the strangling death of his wife Thursday night. Ada County Coroner officials say 58-year-old Beba Macomb died from asphyxiation - and police are now saying Bruce Macomb is responsible. The coroner ruled Beba Macomb's death a homicide. Beba Macomb died about 5 a.m. Thursday but her body wasn't discovered until much later in the day, according to the coroner's report. Officers were called to 1620 W. Warren St., south of Boise State, after getting a 911 call from someone asking for welfare check at the home just before 4 p.m. Thursday. Bruce Macomb walked out of the home when police arrived outside and had an injury to his neck, officers say. Police then went inside and found his wife's body. Police have released no information about a possible motive. The decision to charge first degree murder indicates that investigators suspect the killing was premeditated.

Bruce Macomb was booked into the Ada County Jail shortly after noon Friday. He wont be able to even ask for bond until he makes his first court appearance, which will be Monday afternoon.

Electronic Sex Offender Registry Bill Advances in House

BOISE - A bill that doubles the fees charged to sex offenders and creates a statewide electronic offender registry has cleared a House committee. The House Judiciary, Rules and Administration Committee voted Thursday to send the measure to the House floor. It would boost sex offenders' annual registry fee from $40 to $80 and raise about $150,000 annually. Those dollars would be used to fund an electronic network designed to track sex offenders' addresses as they move to new communities across the state. Some of Idaho's biggest counties are already plugged into an electronic registry that tracks offenders, but many smaller counties still track movement on paper. Boise resident Mark Snowball, a registered sex offender, said the measure would create a financial burden for recently released or unemployed offenders.

Man Who Served as Own Attorney Found Guilty of Sexual Battery, Having Child Porn
TWIN FALLS - A 44-year-old Twin Falls man who served as his own attorney has been convicted of having a sexual relationship with a 16-year-old girl and possessing child pornography. The Times-News reports jurors on Wednesday convicted Robert Brackett of five counts of sexual battery of a minor, but could not reach a verdict on a sixth count. Jurors also convicted him of eight counts of possession of child pornography. Sentencing is set for May 3 in 5th District Court in Twin Falls County. Brackett says he plans to appeal the verdict. Twin Falls County Deputy Prosecutor Julie Sturgill said the relationship came to light after Brackett and the girl argued in January 2011, leading her to report the relationship to school counselors.

Police: Man, Seeking Help, Detailed Sex Abuse on Worksheet

TWIN FALLS -  Police say a Twin Falls man listed sexual abuse of a 12-year-old girl on a worksheet in an apparent attempt to help him recover from committing the abuse. In September 2012, a woman filed a report with the Twin Falls Police Department, saying that a man sexually abused her daughter. According to a report by police, the woman said after learning of the abuse she called the man, Chad Eric Minteer, 35, and he allegedly admitted to abusing the girl on seven different occasions. The woman said she learned about the abuse when Minteer's girlfriend came to her home unexpectedly and gave her a paper she found in Minteer's bedroom, the report states. The paper was labeled "Fourth Step Inventory: Sex Conduct & Harm Done to Others," according to the report. The report states four names were written on the paper, including the woman's daughter. "Next to her name in the section labeled 'We List Each Thing We Did to Them' was handwritten in, 'touched her several times,'" the report states. "In the section labeled 'What Should I Have Done Instead?' was written 'Left her room, prayed for strength,'" An Internet search shows that the worksheet is similar to one used in 12-step alcoholism recovery programs. On Thursday, Feb. 21, Minteer was arraigned on one count of injury to a child in Twin Falls County 5th District Court. A preliminary hearing is scheduled for March 1.

Coaching Boys into Men to be Feb. 19 at Highland High School

POCATELLO - Family Services Alliance of Southeast Idaho is holding a Coaching Boys into Men information session Feb. 19 to help be part of the solution to ending sexual and domestic violence in Pocatello. The presentation will be at 6 p.m. at the Highland High School media center, 1800 Bench Road.The program engages coaches to promote messages of respect and healthy relationships among the boys they coach. You do not need to be a coach to attend. The event is free and refreshments will be served. Family Services Alliance's mission is to promote safe and thriving families, work to end physical, sexual and emotional abuse, and provide victim support. Local Teens: Gossip Sites 'Everywhere' Online
IDAHO FALLS - Gossip sites are popping up online made by teens and about teens. Some of the sites are categorized by school, grade, or gender; but school leaders say often times, what's said on the internet has an effect on school life. Students use Facebook to create what's called "pages" and "groups." They can add friends and talk about literally everything and anything. With high privacy settings, it's hard to get caught. Students everywhere take to Facebook and create pages and groups -- venting about issues, relationships, and each other. "Some say no it's not complaining, it's just venting and we have to talk about our problems sometimes; and I'm like, don't do it if it's public," said Kyla Baledge. Skyline junior, Kyla Baledge, says there are a ton of groups on Facebook, if you know where to look.Students make these groups and pages private, so only those with invitations are allowed in. "They don't want to get in trouble so they don't use names, but you know who they're talking about, but they can't get in trouble because there's no specific name," said Baledge. Gossiping is considered verbal bullying and in some cases, harrassment. And what's said online quickly exits the information highway... and speeds through school hallways. It's not just high schools, colleges and universities have their own gossip sites as well.
