AB 2054 (Thurmond) in Asm. Appropriations

AB 2054 (Thurmond) will help fight hunger by preparing California to implement federally funded Summer EBT for Children (SEBTC). SEBTC is proven to decrease food insecurity by providing nutrition assistance for the purchase of groceries when school is out of session and children lose access to school meals.

Summer is an especially vulnerable time for low-income children. Let's make sure all California kids get the healthy food they need to learn, grow, and achieve!  

Status
AB 2054 passed out of the Assembly Human Services Committee with bi-partisan, unanimous support. The bill now heads to the Assembly Appropriations Committee where it will likely be placed on the suspense file due to anticipated costs.

What's Next
CFPA is working with the author's office and legislative staff to craft an amendment clarifying that the operation of SEBTC in California is contingent on federal funding -- as intended since the introduction of the bill. If the Appropriations Committee decides to move the bill off of suspense, it will head to the floor for a vote among all Assemblymembers.

AB 2099 (Stone) in Asm. Appropriations

On April 18, 2016  AB 2099 (Stone) was referred to the Assembly Committee on Appropriations.The bill passed its first two policy committee hearings with unanimous, bi-partisan support.  

AB 2099 intends to leverage the State's Electronic Benefit Transfer (EBT) system to deliver an  interim, supplemental benefit to low-income California households without safe drinking water. Human Services Committee amendments taken on April 14 direct the Department of Social Services to convene a workgroup by February 1, 2017 to develop recommendations for delivering a water benefit to low-income households without safe drinking water. 

California Food Policy Advocates (CFPA) is now working to ensure AB 2099 passes through Appropriations to head to the Assembly Floor.

  1. Submit a letter of support for AB 2099 if you have not already done so! A sample letter to the Appropriations Committee chair is available. doc
  2. Support our coalition's budget advocacy to secure a one-time allocation of $56 million dollars in the 2016-17 budget to advance the human right to water. The budget proposal identifies funds that may be directed to low-income households without safe water as emergency supplemental relief benefits. Learn more here: link
  3. Engage in social media advocacy and tweet in support of AB 2099. Use the hashtag: #AB2099, #FundSafeH2O and #H2O4CAKids
  4. Join us and other water advocates on May 5 @ 11 am PDT to discuss drinking water challenges and solutions in California! Use the hashtag #NDWWchat

Help Protect the Child Nutrition Programs: Contact Your Congress Member Today!

As you may have heard, Rep. Todd Rokita (R-IN), chairman of the House Subcommittee on Early Childhood, Elementary, and Secondary Education, introduced the Improving Child Nutrition and Education Act of 2016 (H.R. 5003). The chairman is stating that this bill, the House's version of a Child Nutrition Reauthorization bill, will "reform the child nutrition programs in a way that provides access to healthy meals" -- we won't be fooled.

This bill would hurt children by weakening the child nutrition programs and balancing the cost of any small benefits on the backs of low-income children. CFPA asks you to join us in telling our Representatives that H.R. 5003 is unacceptable -- the committee needs to start over .

New Data Available from CFPA

Last week, CFPA released its 2014-15 School Meal Analysis and an update to the Nutrition & Food Insecurity Profiles. What's happening in your community and across the state? The school meal analysis includes statewide and county-level data that describe the extent to which school lunch and school breakfast programs reach low-income, public school students. The online state and county profiles provide a host of statistics on poverty, food insecurity, health outcomes, and program access and participation.

CFPA Releases 2016 CalFresh State Administrative Agenda 

On May 3, CFPA released its 2016 CalFresh State Administrative Agenda. The agenda describes CFPA's administrative advocacy priorities for increasing participation and access within the CalFresh program. We commend the state's commitment to enrolling an additional 400,000 children in CalFresh over the next two years, and ask state and county administrators to join us in increasing the reach and positive impacts of CalFresh for all Californians by:

  • Increasing CalFresh enrollment by fully integrating the application and reporting processes for CalFresh and Medi-Cal;
  • Boosting senior participation by supporting and implementing projects which simplify CalFresh enrollment for seniors;
  • Increasing CalFresh participation and retention by setting statewide targets for participation, timeliness, and caseload churn; and
  • Mitigating the loss of client benefits by preparing for the return of the three-month time limit for able-bodied adults without dependents (ABAWDs).

CFPA Board of Directors Welcomes New Members  Marvin Espinoza, M.Ed and Dena Herman, PhD, MPH, RD

On behalf of the Board of Directors of the California Food Policy Advocates (CFPA), Chair Valerie Ruelas announced the addition of Marvin Espinoza, M.Ed. and Dr. Dena Herman, PhD, MPH, RD to the Board. Mr. Espinoza and Dr. Herman were introduced at the May 2016 meeting of Directors.

"Marvin and Dena bring so much knowledge and experience to Board service with CFPA," said Ms. Ruelas. "With these additions to the governing Board of California Food Policy Advocates, we are adding decades of experience in education, health, and nutrition."
