Health Information Exchange: 
Implementing a County Health System EMPI

San Mateo County Health System in Northern California is currently engaged in an initiative to implement a countywide Health Information Exchange (HIE). The initial phase of the project entails creating an Enterprise Master Patient Index (EMPI), incorporating the Master Patient Indexes (MPI) of all county health divisions delivering health care services to county residents, including San Mateo Medical Center and its satellite clinics. David Anderson, Business Intelligence Foundations Project Manager for the San Mateo County Health System, is heading the EMPI implementation project for the Health System. The authors recently met with Mr. Anderson at the Health System's office in San Mateo to discuss the EMPI project and its role in establishing a county-wide HIE. 

Can you describe the purpose and scope of the San Mateo County HIE project? 
The primary goal of HIE is to allow users to share data in an integrated longitudinal record that shows all care received by a patient within the Health System. The scope of the project includes taking data from all source systems and presenting one clean view. Providers want to see patient data in a certain way; they do not want to access multiple records to 10 CHIA JOURNAL MAY / JUNE 2016 retrieve information. They want to see all patient allergies, medications, problems, etc. in one place in a certain order. The only way to really do this is to implement something like an HIE. In addition to presenting data in one place, HIEs can normalize the data from different systems to assure the comparison of "apples to apples" and not "bananas to oranges."

CHIA Legislation and Advocacy Committee at Work
The CHIA Legislation and Advocacy Committee met yesterday to discuss proposed legislation that may impact the health information management profession in California. Of note is one bill pertaining to Observation Services; SB 1076. Introduced on February 16, 2016, SB 1076, this bill has been amended and may have potential impact on HIM professionals. AHIMA Triumph Awards - Nominations Due June 1
The AHIMA Triumph Awards are national awards designed to recognize those special individuals who have made a difference in the HIM profession. The AHIMA Triumph Awards honor leaders in the HIM field, reward contributions that build our knowledge base, recognize excellence in preparing future HIM professionals, and encourage fresh talent and new leadership.

#MyHealthID Was the Start of a Long Conversation
According to AHIMA Vice President of Policy and Government Relations, Pam Lane, MS, RHIA, the #MyHealthID Campaign has left a mark on Capitol Hill and fueled an important national conversation. Although AHIMA did not reach its goal of 100,000 signatures for the petition calling to lift a ban that prohibits government officials from discussing patient identification solutions, it did generate significant buzz and reached 3.5 million readers through social media.

Ms. Lane emphasized that the petition was a "tiny step on a long walk" and will continue to be a focus for AHIMA and its members.
