Message from Your Councilman....
Hello District III, 
 
I am so excited about the improvements being made at OJ Watson Park. OJ Watson Park has been a staple of District III since 1965 and is one of our larger Wichita parks. My wife and I enjoyed the park as children and now our children and grandchildren will be able to enjoy the park well into the future.  

As we discuss quality of life opportunities in our city, our parks are a crucial aspect of our plan to continue to grow and make Wichita the best place possible. 

I'd like to thank the council for approving the improvements to Watson Park and the staff who have helped implement them. 

This is an awesome opportunity for not only the families of District III, but the entire city, and it's my wish that Watson Park will continue to attract individuals and families from all over Wichita to enjoy this wonderful treasure in our District III community. This is only the beginning of the great things to come for South/Southeast Wichita.

I cordially invite you, to attend the ribbon cutting ceremony for the new train Saturday, April 30, 2016 at noon in front of the train depot station.

John Mack Bridge:
 The existing bridge will undergo structural repairs.
 
Traffic Impact: Broadway is restricted to one lane in each direction thru  construction over the Arkansas River Bridge. 
 Estimated Completion: Spring 2016

63rd Street S Water Main Extension: 
 This project will extend water service along 63rd Street South from Clifton  Avenue to K-15 to eliminate dead end systems and provide a redundant feed in  the water supply to Derby.

 Traffic Impact: 63rd Street may be reduced to one lane of traffic during work  hours. Access to local businesses will be maintained during construction.  Intermittent flagging of traffic may occur during work hours.
  Estimated completion: Summer 2016

Home Improvement program has funding available for income qualified homeowners
 
 
The Housing and Community Services Department's Home Improvement Program now has funding available for interest-free, forgivable deferred payment loans of up to $5,000 for income-qualified (60% of median) owner-occupant homeowners.  Loans are provided for emergency needs, such as furnaces, water heaters, sewer lines, water lines, electrical system repairs and plumbing repairs.  Loans are also provided for minor home repair needs for senior citizens, age 62 and older. 

Property taxes must be current.

City Wide News & Events
Dust Mitigation near Schools

Public Works & Utilities - Street Maintenance division has begun the first of eight dust control treatments to unpaved streets that are within 100 feet of a school. A magnesium chloride treatment is applied following regularly scheduled, unpaved-street grading. Streets near the following schools received the first treatment on April 21, 2016: Cessna Elementary, Dodge Edison Elementary, Earhart Elementary, Isely Elementary, Kelly Elementary, Little Early Childhood Center, L'Ouverture Elementary, and Sedgwick County Christian School.
 
Approximately, 10,000 square yards will be addressed with this method of dust control. Most of the treatments will be completed during, and in preparation for, the school year to address the amount of dust stirred up by buses and increased traffic. 
City Issues RFP for Hyatt Regency Sale

The City of Wichita has issued a Request for Proposals (RFP) for the potential sale of the Hyatt Regency Wichita Hotel & Conference Center. The riverfront hotel - located downtown at 400 W. Waterman - connects to Century II Performing Arts & Convention Center. 

A pre-bid conference and tour is scheduled for 2 p.m. on May 18at the hotel. Bid offers are due 2 p.m. on June 22, said Assistant City Manager Scot Rigby, who manages economic development efforts.  RFPs are being mailed/e mailed to local, regional and national brokers, developers and hotel investors, Rigby added. The RFP is available online at  www.wichita.gov/hyatt .

Built in 1995, the Hyatt has 303 guest rooms and suites. The hotel offers more than 40,000 square feet of meeting and conference space, two restaurants, a swimming pool and a 500-space parking garage.  

Wichita Airfares Continue to Drop
 



The average fares at Wichita Eisenhower National Airport (ICT) are down 1% from 4th quarter 2014 when factoring inflation, according to data released by the Bureau of Transportation Statistics. The bureau also noted that fares are down 31% from 2000, which is before low-cost carriers entered the Wichita market.  In 2000, Wichita's average fare was $569.55; in 2015, it was $391.62, a decrease of $177.92. 
 
"The competition that low-cost carriers Southwest Airlines and Allegiant bring to our market is key to keeping fares affordable," said Victor White, Director of Airports. "Their presence encourages the other airlines to compete on fares to similar destinations, which drives down fares for everyone."
 
Compared to regional airports, Wichita's average fare of $391.62 is less than Oklahoma City ($401.89) and Tulsa ($408.61), but still higher than Kansas City ($362.28), a significantly larger market.  However, the gap is closing and more passengers are using the Wichita airport rather than driving to another airport.  The most recent study shows that Wichita is retaining 80% of its passengers.  In 2001, Wichita's retention rate was 56%.
Every summer the Wichita Public Library provides a great way for teens to learn new skills and receive volunteer time. More than a hundred teenagers are needed to help us with our Summer Reading Program. The volunteer program requires at least a 6-week commitment, and openings are available at all of the Library locations across Wichita. 

The first Saturday in May is Free Comic Book Day, and you can celebrate it at the Library! Come to the Central Library for some fun events. Bring the whole family at 10:30am for a showing of Saturday Morning Cartoons. Then at 3:30, enjoy a Comic Book Reader's Theater on the Marvel Comics series "Civil War."  Free comic books will be given away at the Central Library for those who attend (while supplies last). 
Benefit Car Show this Sunday
Free Indian Center event includes family activities, food trucks
 
For one day only, the Mid-America All-Indian Center is shifting gears from American Indian history to automobile history with the sole purpose of raising money for its museum and education programs. The fifth annual Benefit Car Show is scheduled for 10 a.m.-4 p.m. this Sunday, May 1 at the Indian Center. Car, truck and motorcycle enthusiasts are invited to enter their vehicles in advance or at the gate to vie for a variety of awards sponsored by local businesses. Admission is free to the public. The Indian Center is located at 650 N. Seneca.
 
This outdoor event, in the shadow of the Keeper of the Plains, will feature an extensive display of cars plus hands-on activity areas for children and food trucks. Jewelry and other craft vendors will also be at the event. As an added bonus, the museum inside the Indian Center will be open with special half-price admission.
 
"We are amazed by how much the Benefit Car Show has grown since its first year," said Indian Center Director April Scott. "We can't thank the community enough for its support. Our sponsors and attendees not only contribute to the success of this one event but are instrumental in helping us enhance and expand our year-round programming that educates new generations about the heritage of the American Indian."
 
The entry fee for the Benefit Car Show is $25. Car owners may register by phone at 316-350-3340 or in person. All years, makes and models of cars, trucks and motorcycles are eligible for display. Proceeds from the event benefit the nonprofit Mid-America All-Indian Center Board of Trustees.
 
The Mid-America All-Indian Center Board of Trustees works in partnership with the City of Wichita to further the Museum and its mission. Since 1969, the Indian Center has helped local, national and international visitors of all ages and backgrounds understand American Indian strengths, traditions, pride and sovereignty through community wide events, a museum with changing themes and a 3,000-piece artifact collection, children's programs, educational classes, outdoor exhibits and weekly Community Nights. It is the only facility of its kind in Kansas.
