ORDINANCE NO. ______ AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RIVIERA BEACH, PALM BEACH COUNTY, FLORIDA, AMENDING CHAPTER 31 OF THE CITY'S CODE OF ORDINANCES, ENTITLED  "ZONING",  ARTICLE V "DISTRICT REGULATIONS", DIVISION 9 "RM-20 HIGH DENSITY MULTIFAMILY DWELLING DISTRICT", AND DIVISION 10 "RMH-20 HIGH DENSITY MULTIFAMILY/HOTEL

Dear District 4 Constituents,

 

On Wednesday, May 20, the Riviera Beach City Council will hear an ordinance on 2nd reading amending coastal construction codes.  The new regulations will allow construction to commence at the 1997 coastal construction control line which is west of previous construction.  Construction has been allowed using the 1979 line which brings construction on to or up to the dunes. 

 

The Citizens for Responsible Growth for Riviera Beach, Protect our Beaches, the Singer Island Civic Association, Surf Riders and Palm Beach County support the suggested changes.

 

The new regulations will be the first step in finding a permanent solution for our critically eroded 1.7 miles of beach.  A beach that all Riviera Beach taxpayers fund year after year.  The same beach that DEP and the County have provided funds for re-nourishment. However, there is no guarantee the funding sources will be in place in the future.

 

Palm Beach County has spent approximately $8.5 million dollars since 2001 (over $600,000 per year) on dune restoration and sand nourishment for Singer Island beaches.  The City entered into a joint agreement with Palm Beach County to pay for dune restoration and sand nourishment projects, where the City is responsible for 20% of the total project costs. 

The City of Riviera Beach has allocated and spent the following amounts on dune restoration and sand nourishment projects over the past three years; $200,000 (FY 2013/2014), $339,000 (FY 2014/2015) and now $500,000 (FY 2015/2016); total of $1,039,000.  These contributions, year over year, increased by approximately 70% and 48%.  If the current contribution of $500,000 is projected over the next five years with an annual 50% increase, although unlikely, the following City contributions would be required;

 

$500,000 (FY 2016/2017);
$750,000 (FY 2017/2018);
$1,125,000 (FY 2018/2019);
$1,687,500 (FY 2019/2020);
$2,531,250 (FY 2020/2021).

As is, without any project cost increases, the City would allocate a minimum of up to $500,000 per year for dune restoration and sand nourishment projects for the foreseeable future.
