[EVENTS OF THE PAST SUMMER]

Hamilton Park Summer Festivities:

On September 6, 2014, the Bridlemile neighborhood welcomed an audience of about 850 to Hamilton Park for a free feature film Despicable Me 2 and live music by Manimalhous.  On August 5th, some 250 picnikers attended our National Night Out Celebration.  See this photo recap of NNO .

SW Sunday Parkways: It was a beautiful sunny September 28, 2014 when SW Sunday Parkways took off with approximately 10,000 enthusiastic and energetic participants to meet, eat and greet, bike, walk and play. Watch the first video filmed with SWNIs new grant-funded video equipment

[SCHOOLS]

Meet new Bridlemile Elementary School Principal Brad Pearson who joined our school community this August 11 from Chapman Elementary. He has expressed interest in partnering with the Bridlemile Neighborhood Association on common concerns and goals. Read his PPS July 2014 AnnouncementWe also welcome and look forward to working with our two new office secretaries - Jodi Steward, principal's secretary, and Kim Mathews, school secretary.

[LAND USE]

Portland Comprehensive Plan Update. The City of Portland is updating its Comprehensive Plan, a long-range 20-year plan that sets the framework for the physical development of the city. This will be our major topic for our October 8 BNA meeting, with our guest Joan Frederiksen, Bureau of Planning and Sustainability, West District Liaison. BNA board members attended the SWNI Comp Plan Workshop September 30 and will share that experience.

As Bob Sallinger, Conservation Director at Audubon Society of Portland writes, "... this is the plan that really matters. It represents a legally enforceable framework for where we protect and where we develop, how we invest public dollars in infrastructure, and how we decide when one land use goal conflicts with another."

For full information, see the 2035 Comprehensive Plan Proposed Draft. This web page covers the draft plan and public involvement process.) We encourage residents to engage in the review process, which is described in this SW News.

BNA unanimously supports the Multnomah NA/SWNI proposal requesting Bureau of Planning and Sustainability Comp Plan hearings be extended for 90-days after the zone changes are defined. See the article by BNA Land Use Chair Claire Coleman-Evans on p. 3 of October Southwest News for more detail.

Home demolition and redevelopment process. A home on SW 60th Pl. was recently demolished. The developer proposes splitting the lot and building two new homes.   On September 10, 2014, BNA passed a motion to request the responsible government agency to determine that the lot is dividable and that the developer pays for a geotechnical study and resolves stormwater and groundwater management issues to the satisfaction of the agency. If the lot meets the responsible agency's requirements, BNA voted not to oppose the lot split. The Bureau of Development Services is investigating BNA's concerns before approving the split.

Proposed lot split on SW 40th. We had a constructive discussion of a proposed lot split on SW 40

th Ave. by Gennadiy Morozov. One neighbor objects to the split. The split is subject to developer's completion of review process. We look forward to reviewing the architectural plans as they become available.Contact Claire Coleman-Evans, BNA Land Use Chair, [email protected].

[PARKS]

Bridlemile NA Supports City of Portland Parks Replacement Bond measure 26-159. At BNA's September 10 meeting. Commissioner Amanda Fritz spoke in favor of the Parks Replacement Bond on the November 4 ballot. The measure includes turf renovation and reopening of Rieke regional soccer field. BNA passed a motion endorsing the bond.  According to Portland Parks and Recreation, "Funds are for urgent repairs and other capital costs, not park operations. The measure would authorize up to $68 million in general obligation bonds to make repairs and improvements and prevent more closures like we've seen at Couch playground and the Maple Trail in Forest Park. The bond will be subject to an oversight committee, annual reports and audits." The bond replaces an expiring bond originally passed in 1994. It does not increase today's tax rate. For more information, see www.fixourparks.org, and Parks Replacement Bond, Proposed Repairs and Parks Projects.

Please vote "yes" on measure 26-159! For more information, contact BNA Parks Chair Steve Mullinax - BridlemileNAParks@swni.org.

[TRANSPORTATION]

Oleson Rd. Bridge closure, and Shattuck Detour: The Oleson Rd. bridge over Fanno Creek is closed through spring, 2015, pushing traffic to Shattuck. In June, 2014, BNA approved a motion to support widening the shoulder on the western side of SW Shattuck to improve pedestrian safety and also to investigate other methods to improve safety, such as brush removal. In the September meeting, we broadened the motion to cover Shattuck between Cameron and Hamilton.

Invitation: If you are concerned about the traffic issues related to Shattuck Road and the Oleson Road closure, please attend a Shattuck Road Safety meeting Monday, October 6, 6:30-8:00pm at the Vermont Hills United Methodist Church, 6053 SW 55th Ave. to discuss overall safety concerns about SW Shattuck Rd and increased signage and new traffic monitoring measures with Washington County and City of Portland traffic planners. You are encouraged to report unsafe driving issues to the Portland Police's traffic division 503-823-SAFE (7232).  Contact Janet Hawkins, Hayhurst Neighborhood Association Chair, 503-244-7703 or [email protected].

Bus News to Know:  Did you know that Tri-Met is proposing improved service and route changes in SW Portland which directly effect Bridlemile residents and area streets - Hamilton, Shattuck, Patton, Dosch, B-H Hwy, Scholls Ferry Rd?  Called the Southwest Service Enhancement Plan, this process began in Fall 2013 and in summer 2014 Tri-Met began seeking public feedback on this draft vision. They are now in draft refinement and will look for public testimony in late Fall 2014/early Winter 2015.  To add your voice, view the map, and sign up for email updates, see http://future.trimet.org/southwest and remember to share your comments with our neighborhood association in person at monthly meetings or by email to [email protected].

[WATER QUALITY]

Portland BES proposes roadside swales on SW Hamilton: According to a recent memo from the Bureau of Environmental Services, they are designing improvements to about 920 feet of ditches along SW Hamilton St between SW 45 and SW 47th and at SW 40th. Work will begin in spring-summer 2015. The project is intended to improve water quality in Fanno Creek and improve pedestrian safety on SW Hamilton St. The project will plant swales with a combination of low-growing plants. The vegetation will help protect the channel from erosion and may help reduce stormwater pollutants. The work will include adding four-food wide, paved shoulders in partnership with Portland Bureau of Transportation. BES representatives will attend our October 8 meeting to discuss the project. For more complete information, see BES, SW Hamilton Roadside Swales.
