Robert Laszewski Blog: 2016 Obamacare Outlook
One of the more Obamacare fluent reporters just emailed me a set of questions regarding the 2016 outlook for Obamacare.
I thought I would share my responses with you:
According to early CMS data, 38% of exchange enrollees are under age 35. Is the risk pool beginning to stabilize?
It's too soon to know if the pool is beginning to stabilize. First, the administration's announcement that 38% of the pool is below age 35 is disingenuous. They are counting all of the children that show up on the rolls with their families. They did not give us the far more important age 18-to-35 number.
Second, the overall subsidy eligible exchange penetration stood at about 35% at the end of 2015. Ideally, Obamacare needs to about double its penetration of the eligible to assure a balanced pool of the sick and the healthy.

How Opioid Exposure Increases Odds of Low Testosterone Levels
HealthDay News -- Exposure to opioids is associated with increased likelihood of low testosterone levels, with increased odds as age and number of comorbidities increase, according to a study published in Pain Medicine.
Maria Soledad Cepeda, MD, PhD, from Janssen Research & Development in Titusville, New Jersey, and colleagues used data from the 2011 to 2012 National Health and Nutrition Examination Survey to examine whether opioid use contributes to changes in testosterone levels. Testosterone levels were compared for participants who responded that they had been exposed to prescription opioids in the past 30 days (320 participants) versus those who were unexposed (4909 participants).

CMS Eyes 'Nurture' as Key to Health Costs
The Centers for Medicare and Medicaid Services (CMS) wants to know if addressing the social and environmental problems that lead to illness, excessive hospitalization, and death can reduce health spending.
While 95% of healthcare spending focuses on medical services, about 60% of preventable deaths stem from behaviors that can be changed with the right intervention, noted Darshak Sanghavi, MD, and colleagues at CMS in an article published online Tuesday in the

Health Care's $605 Billion Buying Binge May Slow in 2016
When it comes to dealmaking, the health-care industry defied belief in 2015 with $605 billion of takeovers. While 2016 may be a good year, it's unlikely to beat that record.
"We entered 2015 with what I would characterize as almost a perfect M&A environment: a generally stable economy, lack of volatility in the equity markets, low interest rates, tons of cash on companies' balance sheets," said Jeff Stute, head of health-care investment banking at JPMorgan Chase & Co. His firm is hosting its annual conference next week in San Francisco, where health-care executives flock to hold court with top investors.

Better Health Care Access in Kentucky and Arkansas, Study Says
WASHINGTON - Low-income adults in Kentucky and Arkansas have had similar improvements in access to medical care under the Affordable Care Act, a new study found, despite the two states' differing approaches to expanding Medicaid.
Both states expanded their Medicaid programs in 2014 to cover most adults with incomes under 138 percent of the federal poverty level, as the health law allows. While new enrollees in Kentucky joined its traditional Medicaid program, Arkansas chose to buy private coverage for poor people through the new federal insurance marketplace using federal Medicaid funds, a model that several other states have since followed. Its program, known as the private option, was intended to appeal to Republicans who opposed expanding a federal entitlement program.

Many See I.R.S. Penalties as More Affordable Than Insurance
WASHINGTON
- Clint Murphy let the deadline for getting health insurance by the new year pass without a second thought.
Mr. Murphy, an engineer in Sulphur Springs, Tex., estimates that under the Affordable Care Act, he will face a penalty of $1,800 for going uninsured in 2016. But in his view, paying that penalty is worth it if he can avoid buying an insurance policy that costs $2,900 or more. All he has to do is stay healthy.
