CITY COUNCIL EXTENDS CONCRETE POUR RULES through MARCH 2016
On December 17 the Austin City Council extended through March 2016 the current, temporary rules governing overnight concrete pours on downtown jobsites.  The Austin AGC and industry allies have been very active on this issue since it developed in late 2014.

AGC continues to have concerns that the City Council may opt to set unrealistic noise levels for concrete pours such as 75 decibels after 7pm and 65 decibels after 10:30pm.  Meanwhile, a variety of routine noises downtown far exceed those levels. Some of these noises (such as trains, music and motorcycles) even exceed 85 decibels as noted in a video recording made this summer by AGC and available here.  
 
Also noted during a recent Council Committee meeting is that the top three noise complaints from Austinites to the City's 311 call center are about loud music, parties and dogs. Meanwhile, construction noise complaints represent only a small fraction of the overall calls.

TEXAS FACILITIES COMMISSION UNVEILS CAPITOL COMPLEX MASTER PLAN
In November the Texas Facilities Commission (TFC) released the Capitol Complex Master Plan, a document that lays out the vision, goals and implementation plan for new state-owned office buildings and grounds within the Capitol Complex.  Phase 1 alone of the plan includes two office buildings, parking and public land improvements to be completed by 2020 at an overall estimated cost of $560 million. Implementation of all three phases of the plan will provide 5 million square feet of new office space.

NEW CONSTRUCTION RECYCLING ORDINANCE APPROVED to TAKE EFFECT in 2016 

After many years of discussion the City Council approved a new construction recycling ordinance in November that will take effect in October 1, 2016, for new construction or renovation projects permitted for over 5,000 square feet.  Under the new rule, at least 50% of construction and demolition materials must be diverted from landfills.  That number could increase to 75% in 2020 and 90% in 2030.  AGC will continue to monitor this effort to help the City determine whether those next increases are viable or simply aspirational, and at what cost to the project's end user.  Demolition projects are exempted from the new rule through until 2019.

SAFETY AWARD ENTRIES - BOTH STATE and NATIONAL - DUE JANUARY 29   

Recognizing AGC Contractor Members for Safety Excellence Since 1926, the National AGC Safety Awards (NASA) program has been an ongoing effort to offer AGC members an opportunity to evaluate their safety record. NASA compares a member's safety record with other AGC members according to the member size and construction type. Additionally, NASA provides a great opportunity for contractor members to compete for nationally recognized awards that have excellent safety records.

To enter, you simply provide AGC Safety Director Larry Connelly with your OSHA 300 logs for 2015 by January 29, 2016.  While national award eligibility requires 3 consecutive years of entries, the state AGC Texas Building Branch awards (distributed at the annual TBB convention to be held June 2016 in Marble Falls) require only 1 year of entry.

AGC MEMBERS DONATE FOOD for 68 MEALS

Thanks to AGC members who came out to our annual holiday party on December 15 at the Long Center.  The sunset view of the downtown Austin skyline - that many AGC members helped build - was beautiful.  Guests donated 81 pounds of canned goods to help the Capital Area Food Bank of Texas prepare 68 meals.
