The Cost of a PLA 
One thing that is as certain as the sun rising in the east every morning is the fact that a Project Labor Agreement (PLA) will add additional costs to any project any owner is stupid enough to place one on.  
 
Recently we showed you what a PLA cost the taxpayers in the Oxnard Union High School District where its new high school, recently placed under a PLA, came in 20% over the original estimate
 
Today's example of the added cost of PLAs comes to us courtesy of Southwestern College in Chula Vista, where their Prop. R construction bond was also recently placed under a PLA. On Wednesday the board voted to approve $750,000 to hire a PLA "administrator" for the Prop. R bond. That's right, $750,000 that could have been used TO BUILD SOMETHING, instead will go to the bureaucracy that one needs to oversee schemes like PLAs.
 
Please consider emailing both boards to remind them what they are getting for their allegiance to local union bosses.

Sacramento Kings Still Hiding PLA from the Public. Why? 

Recently CFEC demanded that the City of Sacramento and the owners of the Sacramento Kings make public the PLA that will determine who is allowed to work on this $500+ million taxpayer funded project. To date PLA proponents have kept hidden this corporate welfare no doubt out of embarrassment and shame. That is no excuse however for the city to keep it hidden as the city is being asked to put in over $250 million (much more is our bet). 

To help keep the pressure on, CFEC's Eric Christen attended the Kings' recent contractor outreach meeting where he handed out this flyer to help educate the attendees as to what they could expect with a PLA.

CFEC will continue to educate the public about the PLA and what it means for local workers and taxpayers.

California High-Speed Rail Debacle Wheezes Along  

The debacle that is the California High-Speed Rail Project each week both gets another arrow to the head while somehow managing to stay on life support. Most recently the High-Speed Rail Authority, which manages to give incompetent, corrupt bureaucracies a bad name, released its "new" and highly unreadable Business Plan. While an entertaining if not maddening read, the public has a chance to comment on the document. To date more than 100 comments have been received. NEW PLA THREAT! Santa Barbara County Supervisors to Consider PLA on April 15th for $100 Million Jail Expansion!
 

In 2010, the elected Board of Supervisors of Santa Barbara County had a discussion on Project Labor Agreements (PLAs) that the public had not been made aware of. Union representatives from Los Angles had been made aware of the presentation, however, and spoke up at the meeting about the benefits of a county-wide PLA. Fortunately there was a local contractor who was present and he spoke up against the PLA and then immediately informed the leadership of the local builders exchange what had happened. The local builders exchange contacted CFEC and we sprung into action. Over the course of the next 6 months we put on a full court press that eventually led to this issue dying at the county level.

 

Fast forward almost four years and the issue has now returned. Why? Because of a $100 million county jail that the county wishes to build. CFEC is once again taking the lead to help defeat this PLA. We will employ the same tactics that we used previously in the hope they achieve the same result. This will include attending meetings, writing editorials, attaining earned media, and informing the public about this discriminatory PLA. In addition CFEC will be hosting an event in Santa Barbara, details will be available soon.

Barbara Board of Supervisors and letting them know that a PLA will be detrimental to the region.
