Reintroduction of Child Care Modernization Act designates CMSMs and DSSABs as Service System Managers.

On July 10, 2014, the Minister of Education, Liz Sandals, reintroduced the Child Care Modernization Act (CCMA), Bill 10, in the legislature.

 

Introduced in the last parliament as Bill 143, the amended CCMA includes confirmation of Consolidated Municipal Service Managers (CMSMs) and District Social Services Administration Boards (DSSABs) as the service system managers of child care and early years programs and services.

 

This is important and welcomed news. Under Bill 143, CMSMs and DSSABs were designated as "service system planners" which raised concern for OMSSA and its member delegates in terms of the implications for CMSMs and DSSABs in terms of governance and authority.

 

OMSSA had raised concerns with the designation of "service system planner" under Bill 143 and is pleased to see the government has responded.

 

OMSSA will be undertaking a further review and examination of Bill 10 and be providing members with an analysis.

 

OMSSA will also monitor the Bill as it goes through parliamentary proceedings.
