This week, the House and Senate approved HR. 22, Fixing America's Surface Transportation Act (FAST Act).  President Obama is expected to sign the bill into law this week.   
After weeks of negotiations between the House and Senate, the final legislation completely removed g-fees 
 
as a pay-for in surface transportation projects
. Ultimately, Congress altered the Federal Reserve's surplus account and dividends owed to large banks to pay for the bulk of transportation funding until 2020.

EBCBOR CARE FOUNDATION AWARDS GRANTS TO 7 LOCAL NON-PROFITS
 
The EBCBOR Care Foundation's Board of Trustees this week invited 7 local non-profits to the EBCBOR Office to be the first recipient of a Care Foundation grant. These grants went to fund projects and initiatives directly related to providing vital housing services to those in need. The Care Foundation awarded grants to: The Center for Hope & Safety, Rebuilding Together Bergen County, Spectrum for Living, Vantage Health System, The Women's Rights Information Center and the Volunteer Center of Bergen County.

Teaneck board weighs affordable-housing plan
The town's plan, prepared by Phillips Preiss Grygiel LLC of Hoboken, analyzes Teaneck's demographics and housing stock, noting that its population is aging and that its average rents and housing prices lag behind those of Bergen County as a whole. READ MORE

North Jersey towns explore how to keep young adults as residents
To address these cultural changes and to compete with New York, a number of North Jersey communities are reviving their downtowns by welcoming modern new housing that also will support their small-business districts. In Rutherford, the borough government recently approved plans to develop a 52-unit apartment on Park Avenue. In Fort Lee, the community underwent a major facelift this fall when it welcomed tenants to a newly opened 47-story luxury rental called The Modern. READ MORE
