Use of this term began picking up in 2013 when Nomex-MHP was introduced, a fabric designed to protect against multiple industrial threats like electric arc, flash fire, and molten metal. Now  multi-hazard protection-- MHP – is becoming a more popular term as manufacturers create, test and certify PPE for multiple hazard exposures.

Proposed NFPA 70E 2018 PPE Change
Heads up to PPE suppliers and Specification Writers

The new NFPA 70E 2018 has an internal proposal requiring all PPE to meet the conformity assessment requirements of ANSI/ISEA 125 Level 1, 2 or 3.  Each level is allowed since the committee did not choose to require third party certification. In our interaction testifying to the taskforce, there was concern about third party certification for all components being monopolized, which could remove the true expertise from the testing and stifle innovation and niche products that we have in arc flash versus flash fire garments.  

Here is the new proposed language made public by ASTM F18 for our upcoming meeting:

"(NEW) 130.7(C)(17)Personal Protective Equipment Conformity Assessment.  

(1) All personal protective equipment referenced in Table 130.7(C)(14) and Table 130.7(F) shall comply with the associated referenced standard.

(2) Effective January 1, 2018, all personal protective equipment shall comply with ANSI/ISEA 125 American National Standard for Conformity Assessment of Safety and Personal Protective Equipment Level 1, 2 or 3 in its entirety, and shall be marked in accordance with ANSI/ISEA 125 Section 9. 

ANSI/ISEA 125 provides for 3 different levels of conformity assessment: Level 1, Level 2, and Level 3. Article 130.7(C)(17)(2) allows for the manufacturer or supplier to choose any of the 3 levels of conformity assessment.

Level 1 conformity is where the supplier or manufacturer is making a self-declaration that a product meets all of the requirements of the standard(s) to which conformance is claimed. A supplier Declaration of Conformity for each product is required to be made available for examination upon request. 

Level 2 conformity is where the supplier or manufacturer is making a self-declaration that a product meets all of the requirements of the standard(s) to which conformance is claimed; the supplier or manufacturer has a registered ISO 9001 Quality Management System; and all testing has been carried out by an ISO 17025 accredited testing laboratory. A supplier Declaration of Conformity for each product is required to be made available for examination upon request. 

Level 3 conformity is where the products are certified by an ISO 17065 accredited independent third party certification organization (CO). All product testing is directed by the CO, and all changes to the product must be reviewed and retested if necessary. Compliant products are issued a Declaration of Conformity by the CO and products are marked with the CO’s mark or label."
