SHA Introduces Darryl Rutherford as its New Executive Director

We are excited to welcome Darryl Rutherford as SHA's new Executive Director. Darryl has a longstanding commitment to affordable housing and many other issues impacting low income households and communities. He was previously a Regional Manager in the Community Development department at the Federal Reserve Bank of San Francisco. Here, he spearheaded the creation of diverse coalitions in affordable housing policy & programs, community and economic development, neighborhood revitalization and household financial security. Prior to working at the Federal Reserve Bank of San Francisco, he was a Community Development Specialist with the California Coalition for Rural Housing. His experience organizing affordable housing stakeholders to promote Inclusionary Housing policies is especially relevant to SHA's work. Darryl's educational background includes a Bachelor of Arts in Social and Behavioral Sciences from CSU Monterey Bay and a Master of Science in Community & Regional Development from UC Davis.

A resident of Davis, Darryl enjoys an active lifestyle, hiking, camping and traveling with his family.

Darryl will join us on January 6th.

If you would like to send him a welcome message, feel free to email him at Darryl@sachousingalliance.org. Darryl looks forward to meeting and working with each of you!

Board of Supervisors Meeting: Inclusionary Housing Ordinance Workshop
When:  Tuesday, January 14 at 2 p.m.
Where: Sacramento County Administration Center

             700 H Street

Thanks to your exceptional advocacy, Sacramento County has announced that the stakeholders' process for the Inclusionary Housing Ordinance will be reopened on January 14, allowing for a more robust community dialogue before changes are made. In addition, staff has been asked to draft a new proposal for the Inclusionary Housing Ordinance to be submitted in January. We see these as small victories and evidence that Sacramento County is listening to the concerns of the community. We hope the revised proposal will address the housing needs of Sacramento's working poor, low-income and homeless populations.

Please turn out on January 14 and share your testimony! In order to prepare for this important date, please join us for a Community Stakeholder's Group meeting at SHA on January 8. Together we will discuss the Inclusionary Housing Ordinance and advocacy efforts to prevent significant changes to it.

The Sacramento Housing Alliance will continue to fight for a fair Inclusionary Housing Ordinance. Our asks are that Sacramento County:

* maintain mixed-income communities by preserving a mandate to build affordable housing in new developments
* include a fee amount that is reasonable and substantial enough to meet the need for affordable housing developments in Sacramento County.

We are grateful for your continued support. Let's persevere in the struggle for affordable, accessible, safe and decent housing for everyone in Sacramento County.

Central Valley Business Times: Barely getting by: the story for many Californians

Many families across California are struggling to cover the costs of housing, child care, health care, food, and other necessities, according to a study just released by the California Budget Project, which describes itself as a nonpartisan public policy research group.

The report looks at the income needed to support a family with two children or to live as a single adult in California, allowing only for basic expenses: housing and utilities, child care, health care, food, transportation, and other necessities.

"When you look at what it takes to cover day-to-day necessities in California, it's clear that our economy is not meeting the needs of many workers and families across the state," says Luke Reidenbach, CBP policy analyst and author of the report. "This study provides a key benchmark for assessing family well-being, and our findings point to a need for investments in child care, housing, education, and other underpinnings of broad-based economic opportunity."

Partnership for Sustainable Communities Article: Homeless for the holidays: 1.2 million schools' kids have no home, U.S. says

The article was written by Andre Shashaty for Partnership for Sustainable Communities. Shashaty is working on publishing his book titled Rebuilding a Dream: A bold prescription to solve America's housing crisis and restart 50 years of progress for our cities. Most Americans will enjoy Christmas dinner in the comfort of their own home. But for almost 1.2 million children, that won't be possible because they have no home.

The U.S. Department of Education (DE) says that exactly 1,168,354 public and charter school students were homeless in the 2011-12 school year. The actual number is probably higher today, since the department's numbers have been increasing steadily since 2007.

The new data reflects a 10 percent increase from the 2010-11 school year total of 1,065,794. The states with the largest numbers of homeless students were California, New York. Texas, and Florida.

The Atlantic Cities: 3 Charts That Prove Anti-Poverty Programs Actually Work

Reuters

By the government's official poverty measure, the share of Americans considered poor has remained largely unchanged for 50 years. In 1967, 14 percent of the U.S. population lived in poverty. In 2011, it was 15 percent. That comparison - with only modest movement in between - looks like an indictment of the massive resources the country has spent fighting poverty, subsidizing housing and feeding children, giving the low-income tax breaks and help with their energy bills.

Hasn't any of it had a bigger effect?

The truth is that the official poverty rate itself is a deeply flawed measure, and one that does a terrible job of revealing the impact of programs specifically designed to aid the poor. In counting the number of Americans in poverty, it ignores most of the help we give them to get out of it, from the Earned Income Tax Credit, to the Supplemental Nutrition Assistance Program, to housing vouchers.

For example: If you're a working mom of two making $18,000 a year, just below the poverty line, the government doesn't consider in its own poverty rate whether the food stamps and rental subsidies it gives you effectively help pull your family above that threshold.
