I would not personally state that Iraq's actions imply anything about a GCR and I have been careful to avoid this overused and misunderstood term having spent an entire month trying to redirect the discussion!

Nikolay Mladenov, on Thursday, the House of Representatives to pass the annual budget that disrupt long approval within the next two weeks, indicating that the delay in approving the law would negatively affect a lot of business and investments in the country.
Mladenov said in a press statement that "the opportunity to discuss the budget shut down during the next two weeks," stressing that "any prolongation in the endorsement carries the risk of transforming the bill to the substance of the electoral competition, and this could complicate the talks."

Shelby: What else needs to be done? Over the last few calls Tony has come out and said nothing else needs to be done. This gets me excited every time he says it. However, if there really was nothing else that needs to be done then the RV would be public wouldn't it? Does it make sense that CL is ready to push the button but has just decided against it for her own personal reason? This doesn't make sense to me. What does make sense to me is that there are things that still need to be done or agreed on even though Tony has told us repeatedly that nothing else needs to be done. I mean no disrespect to Tony. To me, the evidence suggests that there remains things to be done or agreed upon even though Tony has said everything was done. What am I missing? ....

What the heck is an informal RV announcement?
Why did not all the 190+ currencies get RV's and global reset pushed?
These are two very important questions and I will try to address them.
They made an informal RV announcement of these two currencies only cause they needed a firm date to coincide with other contracts so they could have a real rate to use.
From this date forward penalties are being paid out on these contracts since the formal announcement has not yet been made. This also allowed for much corruption. Whether this was planned all along or just decided afterwards I do not know.
But the RV'd rate was essentially now from the public yet those of influence in the government were allowed early exchanges by political politicians and their influential friends and family members.
