CSX recently launched a free, online training program to educate emergency personnel on how to safely respond to incidents on and around railroad property and equipment. The site at www.csxsafe.com, is the first of its kind, launched by a U.S. railroad for this audience. Emergency response procedures require attention to detail. While this site is geared toward all responders, CSX provides discipline-specific training for police, fire & rescue, and other response agencies.

OSHA Memo to Regional Administrators: Classification of Combustible Dusts under the Revised Hazard Communication Standard

 

This memorandum provides guidance for CSHOs to use in determining whether manufacturers or importers have properly classified their products1 for combustible dust hazards under the revised HCS. This guidance shall be used when inspecting manufacturers and importers, usually from referrals concerning inadequate or inappropriate labels or SDSs are conducted, not inspections of downstream users. Until OSHA addresses these issues through rulemaking, CSHOs shall use this document to determine if manufacturers and importers (from now on "classifier") are in compliance with the obligations of 1910.1200(d) for combustible dust. CSHOs may direct any questions that arise in applying this guidance to the Directorate of Enforcement Programs or the SLTC.

EPA Takes Important Step in Implementing the Hazardous Waste Electronic Manifest Establishment Act  

  

EPA issued a final rule that is a crucial step in the development of a national electronic manifest (e-Manifest) system, which will upgrade the current paper-based system of tracking hazardous waste to an electronic one. The final rule authorizes the use of e-Manifests to track hazardous wastes under the Resource Conservation and Recovery Act. This will allow the current process, which requires paper forms, to be streamlined and greatly reduce the millions of paper manifests produced each year. The Hazardous Waste Electronic Manifest Establishment Act requires EPA to issue a regulation authorizing the use of electronic manifests as the legal equivalent of the current paper manifest forms used to track shipments of hazardous waste from a generator's site to the ultimate site of disposal. EPA's goal is to promote the greatest possible use of electronic manifests.

Research: Using a Smartphone After 9 pm Leaves Workers Disengaged

Smartphones are enormously valuable for helping people to fit work activity into times and places outside of the office. Now that workers are able to access email and websites at any time from almost any location, they can be responsive to professional demands in ways unimaginable just a few decades ago. Customer-centric organizations can remain attentive to customers' needs around the clock. Time-critical events can be addressed quickly. People can leave their offices without fear of being disconnected from their work. Indeed, many would consider smartphones to be among the most important tools ever invented when it comes to increasing the productivity of knowledge work.

For Auto and Aircraft Repair Shops

Used oil can contain toxic chemicals and heavy metals and is insoluble in water. It's slow to degrade
and sticks to everything from beach sand to bird feathers, polluting drinking water sources and harming humans, wildlife, and aquatic life. Hazardous waste can be even more toxic, even in small volumes. Toxic chemicals in hazardous wastes can accumulate in the tissues of animals that consume contaminated water and ultimately end up in the food we eat. To reduce the risks of pollution to our water and land, the EPA has established rules for managing used oil and hazardous waste.

Workers' Compensation Insurance:
A Primer for Public Health
 

Occupational safety and health research and surveillance are essential for the prevention and control of injuries, illnesses and hazards that arise from the workplace. Research and surveillance can fill gaps in knowledge about where hazards exist and what interventions are effective at preventing workplace injuries, illnesses and fatalities. Workers' compensation insurance records are a resource used for these primary prevention purposes. In addition, workers' compensation records may be used for early detection of health outcomes in populations of workers which is part of secondary prevention. They may also be used to help identify effective medical treatment which is part of tertiary prevention.

Ohio Permits to Install and Plan Approvals for Water Pollution Control
 

As part of the implementation of Senate Bill 2, Ohio EPA has added a step to the rule-making process called Early Stakeholder Outreach. We will be notifying interested parties when we begin reviewing or creating a rule and requesting comments or suggestions on the rule prior to developing rule language.  This step will occur prior to Interested Party Review (IPR).
